Airport Field Service Specialist

Under administrative direction, is responsible for planning and adminstering a specific project or program for a City department. Serves as the administrative supervisor on projects or programs. Plans, assigns, supervises, and reviews activities of subordinate personnel. Monitors the project or program's operating budget and assists in the annual preparation of same. Designs, implements, and monitors procedures utilized in program evaluation. Develops and secures commitments from other City departments and agencies to provide services to program participants. Provides technical assistance or reviews program policies and procedures. Maintains current information and oversees the preparation of project status reports. Prepares financial and narrative reports and program applications. Communicates project/program status and information to municipal officials and/or public and private entities. May supervise employees assigned to the respective project. Performs other related duties as required.
Minimum Qualifications
A High School Diploma or GED is required. A Bachelor's Degree from an accredited four year college or university in Business or Public Administration, Social Sciences, or closely related field preferred. Two (2) years of full-time, paid, progressively responsible experience in program administration is required. Must be able to lift and carry thirty (30) pounds. A valid State of Ohio Driver's License is required.

Duty Statement (Function): Under general supervision, the Field Service Specialist will perform field-service work for the operation, maintenance, troubleshooting, diagnostics, repair, refurbishment, modification and installation of Passenger Boarding Bridges, Ground Power Units, Preconditioned Air Units, Baggage Handling Systems, and related auxiliary components at Cleveland Hopkins International and Burke Lakefront Airports. Responsibilities:
Must effectively manage contractors, monitoring quality of work performed, and ensuring tasks are complete according to design documents and within the budgetary and time restrictions of the contract.
Must have excellent planning skills and be able to effectively schedule tasks, meet project milestones and review contractor invoices for accuracy.
Coordinates procurement process for projects including but not limited preparing legislation requests, scope of services, and detailed bid specifications.
Facilitates project coordination meetings and reports on the progress of the project to airport leadership and stakeholders.
Independently perform electrical, mechanical, demolition, minor welding, maintenance, commissioning tasks and make logical decisions concerning repair and installation actions.
Competently execute all maintenance, troubleshooting and equipment repair/replacement functions within pre-established timeframe.
Inspects work site to determine the materials equipment, tools, work strategy and develops a plan or layout of the work for each job.
Follows manufacturing drawings, electrical schematics, repair manuals, or sketches to assemble, build, repair, rebuild, modify, or install materials and equipment as required by the scope of work, using hand and power tools.
Completes assigned projects with quality workmanship including but not limited to the install, alteration or rebuild of passenger boarding bridges and components such as the rotunda, cab and canopy systems, tunnels, wheel carriage, vertical lift columns, 3 phase motor controls, console controls, cabin air conditioning systems, electronics, PLC, VFD systems.
Responsible for the maintenance of all electronic components, limit switches, circuit boards, inverters, tires, gears, hydraulics, pumps, cylinders, various peripheral equipment, etc.
Completes BHS maintenance assignments involving but not limited to preventive, routine and emergency maintenance, clearing system jams, system design review, shift inspections, cleaning, and/or electrical and mechanical adjustments.
Responsible for the development, documentation and implementation of a preventative maintenance program for all equipment under the technician’s responsibility.
Provides direction, guidance and expertise to personnel assigned to assist in maintenance and repair activities, and conducts training and mentoring responsibilities.
Complies with policies, laws, and regulations governing environmental protection, safety, hazardous waste disposal, and the use of chemical substances and materials.
Assists with documenting the cost of repairs by keeping records of time and materials charged to each job using the work order system and providing periodic status reports to the designated supervisor regarding the status of work projects, material consumed, and worker-hours utilized.
Assists with budget development and oversight. Additionally, manages procurements and expenditures for materials, supplies and services to meet expected operational requirements.
Maintain a safe work area comply with safety procedures and equipment operating rules keeping the work area in a clean and orderly condition.
Promotes and ensures compliance with occupational health and safety management policies, procedures, and programs to minimize employee accidents and to promote a safe work environment.
Performs other related duties as required.
Qualifications:
A High School Diploma from an accredited high school program or GED is required.
Two years full time paid experience in maintenance and installation of PBBs, BHS and ancillary equipment.
NIMS and ICS certifications for General Employee tier and any assigned working groups must be completed within six months of employment and complete additional or refresher trainings as required.
