Duty Statement (Function): Under administrative direction, this vision and results driven leader is responsible for creating an atmosphere for the leadership team, staff, and stakeholders to succeed in meeting the mission of the Department of Port Control. The Commissioner is responsible for leading, developing and executing strategies in support of the overall business plan and strategic direction of the organization, specifically in the areas of security, safety, operations and maintenance in an airport management environment. Interfaces with Department of Homeland Security (DHS), Transportations Security Administration (TSA), Federal Aviation Administration (FAA) and other federal, state and city officials. The Commissioner provides strategic leadership by articulating Airport Operations and Public Safety needs and plans to the executive management team, shareholders and the City of Cleveland (COC), Department of Port Control’s (DPC) administration.
Responsibilities:
Operational Efficiency – Directs the operational and safety objectives of the Cleveland Airport System ensuring operational and administrative controls, policies and procedures, operational effectiveness and administrative efficiency of the organization in accomplishment of its strategic and tactical objectives, key initiatives, objectives and plans.
Airport Operations – provides leadership direction involving Airside Operations, Terminal Operations, Building Maintenance, AirComm, Vehicle Maintenance, Field Maintenance, Ground Transportation, Common Use, Custodial and miscellaneous operational teams. Leads assistant commissioners to drive administrative, operational and maintenance functions to ensure safe, efficient, and legal airport operations.
Public Safety – provides leadership direction involving airport security activities of the Department of Port Control (DPC) to include; ARFF, Airport Security as well as the Cleveland Police Department contracted services.
Works in collaboration and continually develops relationships with the FAA, TSA, FBI and other stakeholders.
Senior Leadership – Serve as a member of, and establish strong working relationships with, the executive management team and participate in the evaluation, development and presentation of the DPC's plans, documents and programs as a strategic partner.
Leadership – Effectively select, critique, and mentor direct reporting team members through the establishment of clearly defined performance standards and work items; the execution of timely performance reviews providing constructive guidance for improvement and development; and the fostering of strong employee morale through the ongoing reinforcement of high expectations in regards to honesty, integrity, openness, teamwork and responsibility.
Strategic Liaison – Carry out approved goals and objectives and support the strategic direction, priorities, objectives, vision, mission, strategic priorities and values of the DPC through the establishment of effective working relationships and communication with Airport leadership, regulatory
representatives, airline and tenant management teams, community leaders, board members, politicians, business leaders, and governmental entities. Regulatory – Stays current on industry and regulatory changes and oversees the enforcement of applicable federal, state and local regulations pertaining to airport operations, safety and security. Adheres to company, federal, state, and local business requirements, enforcing compliance and taking action when necessary.
Budget – Leads in the planning, formulation, evaluation, and execution of the Division of Airport Operations and Public Safety operations and budgets. Develops strategies for the effective and efficient use of human and financial resources.
Performs other job-related duties as required.
Minimum Qualifications
A Bachelor’s Degree in Aviation Management, Business Management, Finance, Engineering, or closely related field from an accredited four (4) year college or university.
Ten (10) years of related progressively responsible experience at airports, airlines, or comparable organizations.
Five (5) years of experience in a managerial or executive capacity with direct supervision of a team.
Extensive knowledge of Federal, State, County and municipal rules and regulations applicable to the operation of a Part 130 commercial service airport, TSA Part 1452 and airport maintenance requirements to include necessary supplies, materials, and equipment.
Knowledge of strategic business planning, organizational change strategies and performance measurement to achieve business excellence.
Knowledge of emergency management, including incident command, and business continuity planning.
Skill in fiscal planning, developing and preparing budgets, and managing O&M cost.
Skill in developing flexible and adaptable strategies to achieve organizational goals by understanding the organizational capabilities, airline market conditions, the regulatory environment, and technological advancements.
Must be computer proficient in the Microsoft Office Suite, especially MS Excel and MS PowerPoint.
A valid State of Ohio Driver’s License is required.
Must successfully complete a Transportation Security Administration (TSA) 10-year fingerprint-based Criminal History Records Check and employment background check and Security Threat Assessment.
Must be able to pass a pre-employment physical and drug test.
Must be able to lift and carry thirty-five (35) pounds.
Supplemental Information
Preferred Qualifications:
A Master’s Degree in Aviation Management, Business Administration, Public Administration or closely related field.
Certified Member (CM) or Accredited Airport Executive (AAE) from AAAE or an International Airport Professional (IAP) accreditation from Airports Council International (ACI) preferred.
