The City of Stockton is seeking an Economic Development Analyst to assist with the implementation of programs and projects focused on business retention, attraction, and expansion. There is currently one (1) vacancy in the Economic Development Department. The ideal candidate will have strong communication skills and be a flexible, detail oriented person that can work effectively with members of the public. Experience in marketing, research, and small business development is highly desired. Coordination with other City departments to facilitate zoning, permitting, licensing and other related issues is required. This incumbent will work a City of Stockton 9/80 schedule: 7:30 a.m. - 5:30 p.m. Monday through Thursday; 8:00 a.m. - 5:00 p.m. Fridays; with every other Friday off.
Incumbents in this position are included in the Civil Service system, in a "for-cause" employment status, and are represented by the Stockton City Employees' Association. (Classified/Represented)
This recruitment is being conducted as an Open/Promotional recruitment. PRINCIPAL DUTIES (Illustrative Only)
Plans, organizes and conducts analyses related to the implementation of varied economic programs and projects.
Assists in the creation and implementation of programs to encourage the attraction, expansion, and formation of new and existing employers within the community.
Identifies assistance needed by developers, businesses, or the general community, such as marketing, business establishment and financial resources.
Assists in developing and implementing marketing and business attraction strategies for the City, including written and electronic publications, newsletters, brochures, maps and presentations.
Monitors and updates marketing materials, website and other social media applications.
Researches and prepares grant applications. Determines analytical techniques and information-gathering processes, and obtains required information and data for analyses.
Coordinates events and meetings.
Identifies existing inventory of available land, building and facilities for recruitment and retention of business within the City; manage online database of available property.
Coordinates with City departments to facilitate zoning, permitting, licensing and other issues.
Assists non-profit organizations to implement programs and projects, including preparing loan documents, conducting environmental assessments, and ensuring all applicable federal requirements are met.
Conducts research regarding economic and/or housing conditions and trends in the local area; makes recommendations for programs and activities based upon this research.
Prepares a variety of periodic, progress and special reports.
Assists in preparing and monitoring program and project budgets for the department.
Coordinates activities with those of other departments; confers with other department staff regarding assigned projects.
Represents the City in meetings with representatives of business and community organizations, governmental agencies and the public.
Monitors legislation and developments related to economic development and/or affordable housing matters; evaluates their impact on City operations and programs and recommends and implements policy and procedural improvements.
Develops and utilizes computer applications to assist with analytical studies and departmental projects.
QUALIFICATIONS
Education/Experience:
Possession of a Bachelor's degree from an accredited college or university with major course work in business or public administration, urban planning, economics or a closely related field and one year of professional level experience in economic development activities and/or development of affordable housings or management of housing programs.
Other Requirements:
Must possess a valid California Class "C" driver's license.
Must be willing to attend meetings outside of normal working hours.
Knowledge of:
Principles, practices and techniques of economic development, marketing, and financing methods available for economic growth;
Federal, state and local laws and regulations affecting economic development and/or housing programs and activities;
Laws, provisions and ordinances affecting planning, zoning and development;
Principles of grant applications and proposal preparation;
Principles, practices and methods of administrative and organizational analysis;
Business computer user applications, particularly as related to statistical analysis, marketing and data management;
Financial/statistical/comparative analysis techniques and formulae;
Ability to communicate effectively both orally and in writing; and
Basic budgetary principles and practices.
Skill in:
Analyzing complex issues and problems, evaluating alternatives and recommending practical solutions;
Coordinating multiple projects and meeting critical deadlines;
Organizing and preparing effective grant applications and proposals;
