Description
The Human Services Agency (HSA) of the County of San Mateo is seeking a qualified Employment Services Management Analyst. The current vacancy within HSA is under the Employment Services Branch (ES). This incumbent will lead special projects and activities aimed at enhancing Employment Services including but not limited to CalWORKs 2.0 strategic assessment, CalWORKs Outcomes and Accountability Review (CalOAR), recruitment, contract development and monitoring, data and program performance, child care program liaison, employment dashboards and other special projects.

A Bachelor's degree from an accredited college or university in a social or behavioral science.

Have experience in making public presentations to boards, committees and other community organizations.

Ability to encourage collaboration among colleagues throughout the organization, and to serve as a change management resource to assigned areas.

Examples Of Duties
Duties may include, but are not limited to, the following:
Provide high-level support to the Human Services Agency Employment Services Director as needed, completing multiple and varied projects and assignments as requested.
Perform research and/or data gathering activities. Analyze and interpret data collected, and prepare periodic or special reports based on conclusions.
Represent ES at interdepartmental, community and/or professional meetings and act as liaison/facilitator and Agency representative on various committees or councils. Follow up on action items resulting from these meetings or committees.
Monitor multiple contracts, review and process invoices and contractor reports, conduct site visits to evaluate compliance with contract requirements, identify issues for improvement and work with contractors to address these issues as needed. Work with Contracts Unit to coordinate RFP processes, facilitate applicant conferences, etc.
Communicate orally and in writing to both internal and external stakeholders.
Schedule grievance hearings within the mandate deadlines.
Assist with the development of the quality improvement activities. (CalOAR and CalWORKS 2.0).
Supervision of staff.
Facilitate meetings and client focus groups.
Perform other duties as assigned.
Qualifications
Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying.
Knowledge of: Basic principles and practices of the County operations and its administration and organization; sources and availability of information; methods of report presentation as it relates to assigned work unit; principles of financial administration, including public budgeting and reporting and principles and practices of organizational analysis and human resource planning.
Skills/Ability to: Learn the Federal, State and local regulations and guidelines related to assigned duties; analyze a wide variety of moderate to complex administrative/operational problems and make effective operational and/or procedural recommendations; prepare effective and complete staff reports and make presentations and perform the full range of the assigned duties under minimal supervision.

Current County of San Mateo and County of San Mateo Superior Court of California employees with at least six months (1040 hours) of continuous service in a classified regular, probationary, SEIU or AFSCME represented extra-help/term position prior to the final filing date will receive five (5) points added to their final passing score on this examination.A supplemental application form must be submitted in addition to our regular employment application form.

Those selected will be invited to a panel interview (weight: 100%). Depending on the number of applicants an application appraisal of education and experience may be used in place of other examinations.
