Department Summary:
The Health and Society Innovation Center (L220) Health Policy Department (L224) has one Group Leader (GL) position available. We seek talented individuals to join our leadership team for this McLean, Baltimore, Bedford, based position. Our division is responsible for the execution of MITRE’s Health FFRDC work program.
The Health Policy Department works with Federally Funded Research and Development Centers to implement health programs vital to reducing costs and increasing quality, access, and affordability and ensure proposed strategies and solutions are fully informed by, aligned with, and evaluated against the current legislative and regulatory landscape. In addition, the Department looks across the whole of government for ways to create innovative solutions for creating increasingly efficient and effective solutions to the nation’s most pressing health policy issues. This position requires experience working with federal agencies engaged in health policy planning and implementation.
Job Description:
Key Functions:
As a Group Leader reporting to the Department Manager (DM), this individual will oversee the timely development, training, staffing, and performance of staff; serve as a capability steward for one of the five capabilities in the department (Evidence Based Policy Analysis and Design, Strategic Regulatory Development, Policy Design and Performance Measurement, Statutory and Strategic Regulatory Development, and Policy and Program Management) and support relevant work programs, coordinating with the Health and other FFRDCs to ensure optimal contributions to ongoing efforts.
Staff Management:
- Provide leadership and first line, day-to-day management for personnel (avg. 8 individuals);
- Oversee and facilitate routine administrative aspects of employment;
- Support onboarding and assimilation for new employees;
- Communicate regularly with Group members to ensure well-being, engagement, and job satisfaction;
- Help group members understand MITRE's Code of Conduct and encourage ongoing compliance with corporate policies and procedures;
- Listen to group members when extenuating circumstances pose challenges to agreed work schedules, and share details on MITRE assistance programs;
- Encourage timely completion of required training and HR actions;
- Process/revalidate group member security clearance, suitability, or controlled access, as applicable;
- Facilitate information requests/data calls from MITRE corporate and other requesters, as necessary.
Career Development:
- Provide coaching, mentoring, and guidance for group members to enable performance and career development;
- Engage in regular, goal-oriented conversations to create a positive atmosphere for group members to develop impactful goals that capitalize on strengths and interests;
- Advocate for group members to identify opportunities for career experiences and developmental opportunities.
- Ensure staff have up to date skills in Workday.
Project Placement:
- Engage in staffing management activities, including the biweekly Health FFRDC staffing call, to match projects with staff competencies and identify stretch assignments to develop new skills and expertise;
- Work in partnership with group members, department leadership, and project/task leaders to find work that is aligned with the group members' interests, skills, and career-development goals;
- Support department's strategic resource planning development and implementation by monitoring group members' Clarity allocations and working with necessary parties to adjust, as appropriate;
- Support development of transition plans and facilitate transitions between projects that meet the needs of projects and group members;
- Ensure staff are advertising upcoming availability in relevant places, such as CareerMatch.
Performance Management:
- Engage in regular discussions with project and team leads about expectations, performance, and growth opportunities;
- Seek information and feedback on group members' performance and recommend corrective/development action when needed;
- Participate in annual performance management cycle activities;
- Complete performance management reviews accurately and on time;
- Identify opportunities to recognize and reward group members' accomplishments.
Quality Management:
- Work with the DM, and other leadership and team members to promulgate a culture of respect, quality, excellence, teamwork, staff development, continued learning, innovation, evaluation, and benchmarking to ensure continuous improvement within the Department and on all aspects of the Department's work program;
- Support the development of skills through learning and experiential opportunities;
- Encourage group members to seek and provide technical reach back within their areas of capability and expertise;
- Serve as technical subject matter expert/referent to review staff work progress and artifacts as part of an enterprise approach to continuous quality improvement;
- Encourage group members to attain professional/technical prominence;
- Lead / Co Lead with other GLs the development of the assigned capability, support Department and develop communities of practice as needed.
Extended Leadership Team:
- Serve as primary change agent in developing and implementing Department plans, strategies, and programs;
- Participate in the leadership and management of the Department's personnel activities, including: identification, recruitment, development, and retention of personnel required to realize the department's mission, vision, strategy, goals, and objectives;
- Back up DM as required;
- Ensure group members understand the HSIC and Department mission, strategic direction, priorities, activities and the capabilities they represent;
- Help reiterate MITRE internal communications, ensuring group members' awareness and understanding of key corporate messages.
Basic Qualifications:
- Strong technical and program management skills with practical experience with health-related programs
- Requires a minimum of 8 years of related experience with a Bachelor’s degree; or 6 years and a Master’s degree; or a PhD with 3 years’ experience; or equivalent combination of related education and work experience.
- Experience with health policy, application of the health capability, and in-depth knowledge of the health domain.
- Work collaboratively with other health group leads to identify key competencies and develop strategy for additional staff growth as well as new hire strategy
- Ability to network and develop key relationships across the HSIC, other MITRE Innovation Centers, Health FFRDC and other related FFRDC key stakeholders to identify opportunities for staff as well as contribute to work shaping
- Key understanding of challenges across entire health spectrum - payor, provider, life sciences and public health arena
- Experience executing performance-based management approaches - providing regular performance-based feedback, coaching, mentoring to both junior, mid-, and senior-level staff
- Ability to interact effectively with senior MITRE leaders, management peers, direct reports, and support staff.
- Ability to work with department leadership to create an effective team.
- Ability to lead, manage, and mentor a team of staff.
- Excellent written and oral communication skills.
- The candidate should possess the ability to define project or program tasks for teams and to connect the day-to-day work to the broader Department, Division, and MITRE vision
- Candidate understands that he/she will be responsible for work and/or customer relationship development and will act according to—and guide others toward—the proper balance of a) product depth with timeliness and b) technical improvements with programmatic constraints, even when hard compromises are required.
