The City of Richmond, Department of Planning & Development Review is currently seeking qualified candidates for the position of Planner. The selected applicant will be responsible for the coordination, documentation, and review of projects requiring Section 106 review or a Certificate of Appropriateness for the Commission of Architectural Review.

• Researching and developing reports that evaluate public and private projects involving historic resources within the full range of land use, transportation, environmental, demographic, development issues in the City and evaluation consistency with the plans and polices of the City
• Compiling documentation and preparing reports to ensure City compliance with Section 106 for projects receiving HUD funding
• Documenting historic resources to National Park Service Standards, up to and including the intensive level
• Conducting research and analysis, writing reports, making presentations and recommendations to neighborhood groups, Commission of Architectural Review, the Urban Design Committee, the Planning Commission, City Council and the Virginia Department of Historic Resources
• Initiating and leading inter-departmental review of development projects
• Managing planning processes including coordination of contractor and consultants, interdisciplinary staff, stakeholders and representative from outside organizations
• Working with architects, developers and other City staff in developing conceptual designs and developmental reviews

KNOWLEDGE, SKILLS, AND ABILITIES:

• Knowledge of and clear understanding of architectural history, architectural terms, styles, and construction methods;

• Basic knowledge of Commission of Architectural Review Guidelines;

• General knowledge: of urban planning and design, federal preservation laws and regulations, preservation planning, zoning ordinances, historic preservation principles, master planning, traditional neighborhood development, transportation planning, ordinance preparation, land title surveying, and engineering principles;

• Skill in negotiating and balancing the needs of citizens with economic demands, health and human service needs, goals of private corporations, and land use regulations; assessing and evaluating a project's conformance with Commission of Architectural Review Guidelines;

• Reading and understanding building plans; and, conducting site inspections.

• Ability to analyze information; communicate planning and local government policy issues to a range of audiences, and interact and work with different groups of people.

• Meet Secretary of Interior’s Professional Qualification Standards (CFR 36 Part 61)
• Bachelor's degree in urban planning, architectural history, historic preservation, civil or environmental engineering, landscape architecture, or a related field
• Three years of experience or an equivalent amount of graduate level training
• An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification

PREFERRED QUALIFICATIONS

• Bachelor's Degree in Historic Preservation or Architectural History with a minimum of 2 years of experience
• Master's Degree in Planning or related field with at least two years of experience, course work, or certificates in Historic Preservation or Architectural History
• Proficiency in Geographic Information Systems
• Experience working for a local government in an urban setting
