DEFINITION:
Under the administrative direction of the Court Executive Officer, this senior executive management position assists with the planning, organizing, directing, supervising and managing of the Court's non-judicial and/or administrative operations, functions and activities; assists with the preparation and administration of the Court's budget; provides day-to-day direction and management for assigned areas of functions and services; performs special projects, as assigned; serves as a Court liaison with governmental agencies, civic groups, the public, and the legal community; performs other work as required.
CLASS CHARACTERISTICS:
This senior executive management position is appointed by and serves at the will of the Court Executive Officer. This position may serve as Court administrator when the Court Executive Officer is unavailable. This position is an active participant on the executive team which includes the Court Executive Officer and the Chief Finance Officer, Chief Administration Officer and Chief Information Officer.
Senior executive management must lead members of the Court team with a focused vision, a commitment to open communication, providing and receiving constructive feedback, inspiring professional growth, and motivating through trustworthy and positive relationships to ensure a productive workplace environment.

ESSENTIAL FUNCTIONS:
The following list of functions is representative, but is not necessarily all-inclusive, of the responsibilities of the Chief Operations Officer:
Plans, organizes, directs, reviews and evaluates personnel and activities (directly and/or through subordinate managers and supervisors), the overall non-judicial operations of the Court and directs the development and implementation of court-wide policies and procedures related to efficient Court operations.
Participates in the development and administration of the Court's budget. Ensures that assigned areas of responsibility stay within budget always seeking fiscal efficiencies.
Directs and participates in the development and implementation of consistent, effective and cost effective policies and procedures in all assigned areas of Court operations or administration.
Initiates, directs and participates in business process re-engineering to ensure continuous improvement to work flow and work processes; involves staff in process review and modifications to ensure the most efficient and effective work processes are employed.
Develops Scopes of Work and Requests for Proposals for outside vendor contracts; monitors and manages contracts and vendors specific to area of responsibility.
Monitors, evaluates and interprets the effect of legal, technological and procedural changes related to Court operations; evaluates their effect on Court activities, provides consultation and direction on policy and identifies necessary procedural modifications.
Oversees the analysis and preparation of complex studies, projects and reports pertaining to Court operations or administration. Ensures compliance with reporting requirements as established by the Court, the Judicial Council and other agencies as required by law.
Monitors and interprets impacts of a wide variety of documentation including but not limited to new legislation, State working group reports, Court financial reports, and Judicial Council guidelines.
Conducts periodic audits of areas of responsibility; works with auditors to capture accurate information; ensures follow-through on matters needing correction.
Confers with the Presiding Judge, judicial officers, Court Executive Officer and other senior executive management members in the development and implementation of strategic and operational plans, and participates in identifying and evaluating the long- and short-range needs of the Court.
Provides direction in the selection, retention, development, training, and performance evaluation of Court operations or administration personnel.
Establishes and maintains effective, collegial and collaborative working relationships with judicial officers, other senior executive management members, Court employees, governmental agencies, members of the public and all others encountered in the course of work.
Exercises tact and diplomacy in dealing with highly sensitive, complex and confidential issues, complaints and situations.

Minimum Qualifications & Examples of Experience and Training
MINIMUM QUALIFICATIONS:
Any combination of education and experience which would likely provide the required knowledge and abilities is qualifying unless otherwise specified. A typical way to obtain the required knowledge and abilities would be:
Possession of the educational equivalent to a four year degree from an accredited college or university. Major concentration in court administration, public or business administration, or closely related field is desirable but not required. PLUS five years of court or public agency experience, three years of which is in a management position.

At least eight years' experience in a court having held both supervisory and management positions for at least a total of five years.

As a condition of employment, the incumbent will be required to:
Be fingerprinted and pass a background investigation to the satisfaction of the Court.
Possess a valid California Driver's license, or other court-approved method of transportation for field travel and assignments.
The physical and sensory abilities required for this classification include:
Strength, dexterity, and coordination and/or ability to use a computer keyboard and read a video display terminal on a regular basis;
Ability to ascend and descend stairs while carrying files, stacks of paper, books, binders, supplies, equipment, and other materials, etc.;
Ability to listen to verbal requests from the public and court staff, then respond appropriately;
Regularly required to sit, use hands to finger, handle, or feel objects, to reach with hands and arms, and speak and hear;
Dexterity and coordination to handle files and single pieces of paper, occasional lifting of objects weighing up to 10 lbs, such as files, stacks of paper, books, binders and other materials;
Frequent need to reach for items above and below desk level, sometimes with the assistance of a ladder or stepstool;
Standing and sitting for long periods of time is periodically required.

Work is performed in an office environment with little exposure to outdoor temperatures or dirt and dust. Working conditions are typically moderately quiet, but may be loud at times at some locations.
