Job Abstract

Under limited direction, plans, coordinates and implements innovative activities and operations of the City’s Economic Development program; develops and implements marketing programs emphasizing business retention, attraction and development; coordinates activities with other City departments, outside agencies and the general public; supervises subordinate staff; assists in developing and monitoring the economic development budget; assists in negotiating financial agreements; and does related work as assigned.

The Economic Development Manager assists in developing, implementing, and coordinating the City’s Economic Development Strategy. The Economic Development Manager is responsible to: proactively market sites to developers, brokers, industries representatives, and retailers in order to attract businesses to the City; work with existing employers and provides business consulting services to ensure that these employers stay within the City of Chino; and coordinate the offering of business consulting services that support businesses and residents.

• Plan, develop and implement programs to attract, retain, and expand businesses in the City of Chino.
• Coordinate commercial and industrial development projects and serve as a staff liaison and subject matter expert to City departments, state agencies, other cities, local businesses, developers, and community groups regarding economic development matters.
• Create strategic alliances with organizations, private businesses, developers, brokers, public agencies, property owners, and the general public to promote and facilitate economic development activities.
• Respond to inquiries pertaining to business development; send out informational materials marketing specific target areas; assist businesses by facilitating development related processes; and analyze business needs against available programs and make recommendations.
• Serve as a resource for the public including developers, property owners, community organizations, businesses, and residents; assist in resolving difficult and sensitive citizen inquiries and complaints.
• Collect, compile, and analyze economic, demographic, and marketing data; maintain economic development data bases, including information on target uses; and develop and create a variety of reports based on data collected.
• Recommend and implement targeted marketing programs for business attraction, retention, expansion, and workforce development programs.
• Coordinate the design and production of print and digital marketing tools, newsletters, maps, marketing brochures and flyers.
• Coordinate the City's attendance at trade shows and conventions, seminars and other events; and organize, plan, and implement information forums and workshops for the business community.
• Represent the City with such organizations as the Chino Valley Chamber of Commerce, the County of San Bernardino, and other business-related organizations and agencies.
• Research businesses to ensure a thorough understanding of their products and organizational culture; and develop strategies based on research findings.
• Recommend and develop marketing strategies and communication tools to reach a variety of different markets in the promotion of Chino as the best business location opportunity.
• Create data visualizations including dashboards and interactive maps of labor market and industry data for business marketing and reporting efforts.
• Meet with existing business customers on service and expansion issues.
• Research and develop recommendations on economic development projects; provide technical staff support to the City Manager or designee; and coordinate and monitor activities of consultants.
• Develop and implement goals, objectives, policies and priorities for the City's Economic Development program; identify resource needs; recommend and implement approved policies and procedures.
• Recommend the hiring of economic development personnel; train, supervise, and evaluate employees.
• Identify and evaluate sites for business development.
• Prepare staff reports and other necessary correspondence in support of major projects and initiatives.
• Develop and monitor the economic development program budget.
• Serve as the Zone Liaison for the Chino Valley Recycle Market Development Zone (RMDZ).
• Conduct research of new policies, economic development legislation, and grant opportunities to support business attraction, retention, and expansion, and workforce development efforts in the City.
• Interact with co-workers at all levels in the organization in a collaborative and customer service-oriented manner.
• Maintain prompt and regular attendance.
• Perform all duties within the context of the City’s Mission Statement and Organizational Values.

Any combination of education and experience that provides the required knowledge, skills, and abilities to perform the essential job duties of the position is qualifying. The incumbent will possess the most desirable combination of training, skills, and experience, as demonstrated in his/her past and current employment history. A typical example includes:

• High School Diploma or G.E.D.
• Bachelor’s degree in public administration, business administration, urban studies, marketing, or a related field.

• Three years of increasingly responsible work experience with economic development programs.
• Previous experience related to economic development for a local government agency.

• Federal and state laws, regulations, and procedures concerning economic development projects.
• Financial procedures and regulations.
• Research methods and sources of information related to urban growth and economic development.
• Recent developments, current literature, and sources of information related to economic and workforce development.
• Budget procedures and techniques.
• Principles and practices of marketing and public relations.
• Principles and practices of public speaking, public contact, and community relations.

Training/Safety Requirements:

• Job specific training will be provided according to class specification during work hours.

• Possess a California Driver's License and a satisfactory driving record.
• Receive satisfactory results from a background investigation, a physical examination, which includes a drug screen, and an administrative review.

Category I – Light Physical Effort: Positions in this category require normal abilities associated with the ability to read, write, and communicate in a work environment requiring no extraordinary physical strength or special physical qualifications.

Characteristics: Work assignments for this category are normally located in a work environment which has no unusual physical requirements or environmental conditions, unless separately identified. Positions in this category require only light physical effort

Physical Requirements:

• Sitting: Ability to sit with little movement for long periods of time (usually a minimum of two or more hours per day).
• Distant Vision (Acceptable for Driving): Not less than 20/40 in each eye without correction or must correct to 20/40 in each eye and wear corrective lenses whenever driving.
