Position: Senior Manager II, Technical Program Management
Job Location: 860 W. California Avenue, Sunnyvale, CA 94086
Duties: Responsible for scoping and delivering large organization wide initiatives end-to-end. Responsible for ownership of a program encompassing one or more products, driving project schedules from design to release, and driving the program launch. Define and allocate a clear and sufficient budget that contributes to exploiting available opportunities and achieving program goals. Estimate cost of resources (personnel, equipment, facilities, and licenses) including Fixed and Variable costs and align stakeholders with the budget. Provide regular reports to stakeholders on program financial status including updates on expenses, variances, and forecasts and recommendations for corrective action as needed. Guide Technical Program Management team on the overall development life cycle of the solution including monitoring complex projects and developing a strategy and roadmap to provide compelling capabilities for the seller community on Walmart.com marketplace. Work with technical teams to review and create engineering requirement documents including diagrams of simple system architecture and translating product feature requirement needs into technical designs or details. Establish end-to-end delivery plans based on impacts and interdependencies between applications (systems and services across item and customer lifecycles), infrastructure (OS, Network, Stores, Compute, and Cloud), and security for new initiatives and the modernization of existing technology stacks. Develop project management practices by adhering to the principles of the Walmart Global eCommerce project management methodologies. Work with third-party vendors (software and services vendors) by communicating progress status, evaluating system capabilities, ensuring delivery of proper functionality, and managing communications from vendors to internal stakeholders. Communicate iterative technical product and project roadmaps in a highly matrixed environment and identify critical path items, keys risks, and migrations. Leverage collaboration and engineering tools such as Jira, Confluence, Tableau, and Github. Drive partnerships with key stakeholders and address high level concerns on KPI and metrics. Drive delivery and business expectations for technical programs by evaluating the ongoing effectiveness of current plans, programs, and initiatives and Go To Market strategy. Influence strategies, processes, and best practices by conducting modeling and statistical analyses; partnering with cross-functional teams across the business; benchmarking with industry experts through continuous education and use of networks; and communicating with and influencing decision-makers and executives within the organization. Increase program administration by developing a comprehensive resource manual detailing standardized program management governance, compliance practices, and processes. Design, conduct, and comply with the program management maturity survey and established baseline using the Program Maturity Model. Guide employee performance by providing guidance and mentorship and ensuring that all projects are delivered on time, within scope, and within budget. Responsible for individual coaching and mentoring and team management. Ensure that team is successful in delivering high-quality projects on time and within budget, and that the program is aligned with the goals of the organization. This position supervises three employees: 3 Staff Technical Program Managers.
Minimum education and experience required: Bachelor’s degree or equivalent in Computer Science, Information Technology, Engineering (any), or related area and 6 years of experience in engineering, engineering program management, technical program management, product management, or related area; OR Master’s degree or equivalent in Computer Science, Information Technology, Engineering (any), or related area and 4 years of experience in engineering, engineering program management, technical program management, product management, or related area.
Skills required: Demonstrated knowledge of Agile Project Management principles including Servant Leadership, Continuous Improvement, Conflict Resolution, Risk Management, Continuous Integration, Test Driven Development, and Release Planning. Demonstrated knowledge of Financial Management principles including budgetary and fiscal responsibilities. Experience with budget analysis. Experience managing technical programs, iterative development lifecycles, and resultant business outcomes. Experience with Microsoft Office Excel and Microsoft Access techniques including Pivot Tables, Macros, Data Tables, Cross-Referencing Data, Sensitivity Analysis, Database Integrations, and Data Structuring Functions. Experience with capacity planning, supply and demand planning, forecasting, and resource management. Experience executing exploratory data analysis and creating visualizations using Microsoft PowerPoint and Microsoft Power BI to communicate findings. Experience identifying the strategic, executive, and operational implications and risks in program delivery. Experience receiving, tracking, and taking action on requests to and from stakeholders concerning the following policies and procedures: regulatory inquiries, audits, data advisory board reviews, consent management, incident response, and business continuity. Experience with Information System Governance, Audits, Change Control, and System Operations. Experience with increased program administration by developing a comprehensive resource manual detailing standardized program management governance, compliance practices, and processes. Salary Range: $158,746/year to $286,000/year. Additional compensation includes annual or quarterly performance incentives.? Additional compensation for certain positions may also include: Regional Pay Zone (RPZ) (based on location) and Stock equity incentives.
