Land Use Services - Planning Division is recruiting for Planning Manager, who is responsible for a wide range of duties in the Planning Division. The position complements the Planning Director by handling day to day operations and needs of the Division. The Planning Manager should have outstanding capabilities in Current and/or Advance Planning, team building, teamwork, and project management. This key management position may have responsibility for the maintenance and implementation of the County’s General Plan, Community Plans, and Development Code, as well as oversight of special projects, consultants, and regional programs.

The selected Planning Manager will work with the Planning Director to implement and manage these major programs and assist the Planning Division to integrate these key programs, projects, and regulatory framework into a cohesive system that guides County land use and development for many years to come.

CONDITIONS OF EMPLOYMENT
Travel throughout the County is required. A valid California Class C driver license is required at time of appointment. Employees in this class may be required to use personal vehicles and show proof of automobile liability insurance.
Minimum Requirements
Education: A Bachelor’s degree in Planning, Urban Studies, Environmental Studies, or closely related field.
--AND--
Experience: Five (5) years of progressively responsible experience in urban/regional planning and community development, two (2) years of which must have been in a supervisory or lead capacity. Experience must include extensive work with General Plans, Specific Plans, Development Codes, land use planning, entitlement, and environmental analysis; managing projects, consultants, and teams, and monitoring project budgets.
Desired Qualifications
The ideal candidate will have a comprehensive understanding of land use planning and environmental analysis, entitlement experience, advance planning project experience, stakeholder outreach, and strong experience in a California public agency. Knowledge of the California Environmental Quality Act (CEQA) is a must. Strong writing, critical thinking, and decision-making skills are essential.
