Examples of Duties
Manages the project implementation process for Baltimore County’s Office of Information Technology (OIT) using the Guide to the Project Management Body of Knowledge(PMBOK) standards and processes. Represents the OIT Project Management Office (PMO) as a subject matter expert in project management.
Facilitates, coordinates, and guides information technology projects identified through the business assessment process from development through implementation in County agencies. Assists in the development of the needs assessment and requirements analysis. Provides subject matter expertise and support as a member of the PMO team for projects and programs managed by non-PMO resources within OIT.
Assists the technical team in the development of the functional specification document. Assists the technical team with defining deliverables, estimates, scope, risks, work breakdown structures.
Organizes and manages the information technology project. Manages assignments, schedules, budgets, risks, issues, and resources in Microsoft Project Server. Manages the resolution of problems that delay or interrupt the project and expedites finished product.
EXAMPLES OF OTHER DUTIES Serves on committees and undertakes special projects as assigned. May act as team leader. Performs other related duties as required.

Qualifications
Education, Training, and Experience:
Education: Graduation from an accredited college or university with a bachelor's degree in business or public administration, Computer Science, Communications or a related field. Project Management Institute Project Management Professional (PMP) certification preferred. Experience: Minimum two years’ experience in project management in the field of information technology. (Additional experience may be substituted on a year-for-year basis up to a maximum of four years for the required education.
Knowledge, Skills, and Abilities (Entry-level): Knowledge of the practical application of the PMBOK process framework to IT projects. Knowledge of industry practice standards for developing project schedules. Knowledge of the role of project management within the portfolio management lifecycle. Familiarity with IT systems and technologies. Knowledge of standard rules for professional verbal and written communication. Working knowledge of the Microsoft Office suite. Working knowledge of Microsoft Project required. Working knowledge of Microsoft Project Server preferred.
Skill in applying recognized standards of project management methodology to information technology projects, specifically in schedule development, work breakdown structure development, estimating, leading requirements development, risk management, and communications management. Skill in delivering customer service-centered project management. Skill in collaborating and communicating with stakeholders from all levels of an organization. Skill in written and verbal communication according to professional standards.
Ability to manage multiple tasks and projects concurrently. Ability to assess and report project issues and risks. Ability to execute, monitor, and control information technology implementation projects within established time frames. Ability to establish and maintain effective working relationships. Ability to communicate effectively. Ability to coordinate the work of a team with the work of other units within the Office of Information Technology and County agencies. Ability to prepare administrative reports and project updates for management.

Conditions of Employment
Employees hired after July 1, 2022 are required to participate in the Baltimore County Employees' Retirement System, with very limited exceptions.
This position works an average scheduled workweek of 34 hours, Monday through Friday. May occasionally require additional hours, which may include weekends, evenings and holidays.
