The Information Systems Administrator II (ISA II) in East Bay Municipal Utility District’s (EBMUD’s) Finance Department plans for, supervises, and participates in life cycle activities associated with the maintenance of EBMUD’s core financial information systems and applications. These responsibilities include maintaining existing integrations with external EBMUD systems, as well as implementing new integrations as needed. Additional key assignments will be to implement additional modules that are not yet implemented and to act as a primary contact for users and technical staff to ensure that the financial systems address all user requirements.
As a key member of the Accounting Systems team, the ISA II, in coordination with the Information Services Supervisor (ISS), will apply IT industry accepted standards in the planning, design, oversight, and control of timelines, work processes, and deliverables associated with multiple client departments’ applications and systems development activities. The ISA II is responsible to ensure functional specifications are met on an ongoing basis. The ISA II will coordinate with other EBMUD staff, including staff in the Information Services Department (ISD) to develop, implement, maintain, enhance, and evaluate the performance of EBMUD’s financial, procurement, budget development, and related systems and applications. Work may be performed by the ISA II and/or through subordinate analysts.
Duties include:
• In concert with the ISS, ISD staff and IT Project Managers, leading coordination among stakeholder departments and representing them as a functional leader for major systems development and enhancements.
• Supervising and participating in user support functions such as user training, investigating, and coordinating resolution of system performance or process problems, and general consultation on system integration issues, including development of new integrations.
• Implementation of new modules or applications to fully leverage the EBMUD’s information systems.
• Ensuring the application of industry accepted standards in the initial planning and design for new or enhanced applications and systems; ensuring that submitted requirements, specifications, use cases, user stories, and supporting analysis for major applications and systems are adequate and ready for implementation by Accounting Systems staff and ISD personnel.
• Performing and directing system administration activities such as the control of user access and monitoring of system processes.
• Supervising and participating in the development and maintenance of customized reports using various reporting tools.
• Participating in the Quality Assurance process, including a lead role in development and execution of test plans, including coordination of functional staff participation.
• Participating in multi-disciplinary project task forces and committees regarding major systems planning, design, development, and implementation efforts.
• Preparing and presenting executive summaries of proposed new applications and systems to EBMUD managers; discussing, confirming, and recommending changes to relative priorities to achieve deliverables.

The ideal candidate will have significant experience conducting business process analysis, developing functional specifications and test plans, implementing and administering information systems, producing useful analytical tools, and coordinating a wide array of subject matter experts.

The salary range is $13,326 per month increasing to $13,992, $14,692 and $15,427 after 6, 18, and 30 months, respectively.
