About the Employer
The Orange County Department of Education (OCDE) serves some of Orange County’s most vulnerable student populations and provides support and mandated fiscal oversight to 28 school districts serving more than 600 schools and approximately 475,000 students.
In addition to providing direct instruction to students through its own alternative and special education programs, OCDE administers an array of programs and services that are critical to the operations of local school districts and community colleges, facilitating professional development, legal guidance, payroll, career and technical education support, high-speed internet access, Local Control and Accountability Plan assistance and approval, resources for families, and student enrichment.
OCDE’s vision is that “Orange County students will lead the nation in college and career readiness and success.” Department staff are working to achieve this goal in collaboration with educators at all levels of student development, from early childhood through higher education, and in partnership with families, businesses and community organizations.
Job Summary
OCDE’s Business Services Division provides technical, advisory, and management support services to twenty-eight K-12 school districts, four community college districts, four regional occupational programs, as well as other federal, state, and county agencies in matters relating to financial accounting and budgeting, administrative systems (software), attendance reporting, district boundary changes, elections, Local Control Accountability Plan (LCAP) support and oversight, Local Control Funding Formula (LCFF) calculations, review of district audit reports, tax apportionments, and vendor payment audits.
The Payroll Compliance Manager will perform a variety of complex, analytical, and technical duties to assist OCDE and local district staff in the implementation and maintenance of business services support for financial reporting and oversight. Additional specific responsibilities include:
Manage, supervise, and coordinate the activities and operations associated with providing payroll processing, tax reporting, and compliance services to school and community college districts and the County Office.
Supervise all payroll processing and payroll tax related activities, including compliance with state and federal regulations and the filing of quarterly and yearend
returns.
Serve as a liaison between the Payroll Services unit, Department personnel and divisions, vendors, and federal, state, and local governmental agencies regarding payroll related activities and operations.
Establishes and implements appropriate internal procedures and controls for the processing of payroll functions and the remittance and reporting of tax information.
Work with School Districts and OCDE IT to identify payroll system requirements and design elements for new and modified payroll applications.
Requirements / Qualifications
Education and Experience: Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Bachelor’s degree from an accredited college with major course work in
accounting, finance business, public administration, or a related field.
Four (4) years of responsible finance, budgeting, accounting, or related
experience.
