Accountability:
The Engineering Design and New Business Manager reports to the Director of Capital Program and Engineering Design and is accountable for managing the Company’s Engineering Design Center and New Business Department.
Job Summary:
The Engineering Design and New Business Manager is responsible for managing the design portion of water infrastructure projects, including the engineering records and standards of the Company; and for managing the implementation and coordination of the Company’s New Business program.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
• Oversees the completion of the design of the annual board and/or relevant Public Utilities Commission capital budget for all Company water supply, distribution, and other capital projects
• Coordinates internal and external resources towards the completion of the design of capital projects
• Monitors and reports on compliance with design timelines, budgets, and quality control activities and approves consultants and vendor’s payment requests
• Plans, directs, assigns, reviews, and evaluates the work of assigned staff
• Liaisons with other areas of the Company (e.g. Planning, Capital Program Management, Water Resources, and Operations) on the development and implementation of the long-term asset management plan
• Ensures that legal, regulatory, and Company requirements and commitments are met with respect to capital construction design efforts
• Represents the Company in public settings (including the media) with respect to large and/or controversial projects
• Works with procurement to resolve issues with vendors and/or consultants regarding commencement, execution, and completion of design or testing services for the design of construction projects
• Trains and develops Engineering Design Center staff
• The Manager will oversee and maintain an efficient, effective and compliant new business program and will interface with internal departments and external stakeholders on related issues to ensure the timely completion of new business jobs
• Ensures effective and timely communication with the Company’s Asset Management, Regulatory Affairs, Accounting, and Operations Departments
• Ensures adherence to CPUC Rule 15, General Order 103 and the Company policy on New Business; reviews and recommends updates to the policy as needed
• Prepares and oversees the execution of new business jobs, goals, objectives, strategies, and action plans in support of the Company’s Strategic Plan and annual Business Plan
• Responsible for preparing and managing main extension agreements and other developer/new business-related contracts
• Submits regular reports to management on the status of key projects and achieving the new business program objectives.
• Monitors and updates each project status, maintaining accountability to New Business projects in the Construction Work in Progress accounts
• Compiles data to analyze the effectiveness of the new business program
• Provides timely and effective communication with New Business applicants
• Coordinates with Planning Department on all Water Supply Assessments
• Maintains on a regular basis and keeps the new business applicant program database current, including all legal requirements, PUC advice letter fillings for expansion of service territory, and data entry
• Develops and maintains an effective employee relations plan; evaluates the performance of assigned personnel in accordance with the Company’s Performance Management Program
• Completes other duties as assigned
MINIMUM QUALIFICATIONS:
• Bachelor’s degree in civil, mechanical or environmental engineering, related field AND no less than 8 years of relevant experience in managing public works and/or public utility projects; AND at least 5 years of progressively responsible experience in supervision of relevant staff
• Currently registered in good standing as a Civil Engineer by the California Board for Professional Engineers, Land Surveyors, and Geologists
• Strong to excellent oral and written communication and analytical skills
• Good negotiating, leadership, and management skills
• Good to strong presentation skills
• Ability to work independently to resolve cost, scheduling and resource allocation issues
• Must possess a valid California driver’s license
• May include but not limited to standing, walking, bending, pulling and/or pushing, grasping, lifting, reaching, stooping and crouching, color determination, typing, sitting, reading, speaking and listening

TECHNICAL KNOWLEDGE AND COMPETENCY REQUIREMENTS
Web Based Learning, Microsoft Word, Access, Excel, PowerPoint and other applicable software. Knowledgeable in AutoCAD and hydraulic modeling software
Working Knowledge: Principles and practices of civil engineering design, project management, and safe work practices. Must understand contract language, CPUC Rule 15 agreements and obligations, General Order 103, and applicable rules and regulations governing New Business applications. Must understand general development requirements and water system requirements to serve new accounts and developments.
Ability to: Analyze and input data on project budgets and schedules; communicate clearly and concisely, orally and in writing; establish and maintain effective working relationships with peers, professional associates and with the public, effectively manage multiple and/or conflicting projects.
Must be willing to travel as required by project needs. Travel can be up to one overnight stay per month and turnaround full-day trips, by car or by air, up to 2 days per month.

COMPENSATION INFORMATION
The compensation range provided is in compliance with state specific laws. Multiple factors are used to determine the actual starting rate of pay for all of our positions, including specific skills, years of experience, education, certification(s), and other job related factors.
