Classification Definition
Class specifications are intended to present a descriptive list of the range of duties performed by employees in the class. Specifications are not intended to reflect all duties performed within the job.
DEFINITION:
To perform technical duties in support of the Building Division’s operation and activities; to conduct building inspections during all phases of construction, alteration and repair; to enforce compliance with building codes, regulations and ordinances; to work with developers, architects and contractors to maintain code requirements; and to perform a variety of technical duties relative to an assigned area of responsibility.
DISTINGUISHING CHARACTERISTICS:
This is the advanced journey level class within the Building Inspection series. Employees within this class are distinguished from the Building Inspector or Lead Building Inspector designation by the performance of the complexity of duties as assigned as well as supervisory authority. Employees at this level exercise independent judgment in the interpretation of procedures and regulations. Incumbents receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.
Essential Duties and Responsiblities
ESSENTIAL FUNCTION STATEMENTS--Essential and other important responsibilities and duties may include, but are not limited to, the following:
Essential Functions:
Performs a variety of duties in support of the Building Division’s operations and activities; inspects commercial, industrial and residential buildings, residences, mobile homes, hotels and motels during various stages of construction, alteration and repair to ensure compliance with applicable codes, ordinances and regulations; participates in the development and implementation of policies and procedures.
Examines plans and specifications for new development, new housing, commercial and industrial, and additions and alterations to buildings to determine compliance with applicable building and construction codes, ordinances and regulations; assists with processing daily revenues in the absence of the Building & Safety Manager.
Inspects foundation, concrete, framing, plastering, plumbing, mechanical and electrical installations and a large variety of other complex and routine building system elements; signs inspection cards; posts code corrections as needed.
Confers with architects, contractors, builders and the general public in the field and office; performs counter service duties; explains and interprets building requirements and restrictions.
Enforces compliance with building ordinances, codes and regulations; locates and resolves cases of illegal construction.
Reviews and approves building inspection documentation including final inspection certifications and related documents.
Coordinates inspection activities with the Fire Department; enforces safe fire and code regulations.
Maintains files and reports regarding inspection and plan check duties, activities and findings.
Transmits seismic fees to the State; completes statistical reports; collects licensing fees.
Distributes and oversees work of technical staff; provides staff training as needed.
Creates new permit categories and all supporting data bases for new permit types; performs data updates.
Perform related duties as required.
Minimum Qualifications
QUALIFICATIONS: Knowledge of:
Operations, services and activities of a municipal building inspection and code enforcement program.
Laws, ordinances and codes regulating building construction and zoning.
Methods and techniques of building inspection.
Pertinent codes and ordinances related to building, plumbing, mechanical and electrical requirements.
Building safety and fire prevention techniques.
Principles and procedures of record keeping.
Principles and practices of technical report preparation.
Modern office procedures, methods and equipment including computers and supporting word processing and spreadsheet applications.
Occupational hazards and standard safety practices.
Pertinent Federal, State and local codes, laws and regulations.
Ability to:
Perform journey level building inspection activities in a variety of structures including residential and commercial buildings.
Read and interpret complex and difficult building plans and specifications.
Perform complex building inspections and detect deviations from plans and specifications.
Prepare clear and concise technical reports.
Maintain complex records and files.
Interpret, explain and enforce applicable building codes and ordinances.
Understand and follow oral and written instructions.
Communicate clearly and concisely, both orally and in writing.
Establish and maintain effective working relationships with those contacted in the course of work.
Maintain physical condition appropriate to the performance of assigned duties and responsibilities.
Experience and Training Guidelines:
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Experience:
Two (2) years of increasingly responsible professional level government building inspection experience including one year at a lead or supervisory level preferred.
Experience in the public sector is strongly preferred.
Training:
High school diploma or equivalent supplemented by specialized training in the building trades or a related field. A Bachelor’s degree in public or business administration is highly preferred.
Licenses and Certifications
Possession of a State of California driver’s license and the ability to maintain insurability under the City’s vehicle insurance program.
Possession of ICBO Combination Inspector Certificate.

Selection Process:
Candidates must clearly demonstrate through their application material that they meet the employment standards outlined above. All properly completed applications will be reviewed, and the most appropriately qualified individuals will be invited to continue in the selection process. Examinations for the positions may consist of any combination of written, performance, and oral exams to evaluate the applicant's skills, training, and experience for the position. Successful applicants will be placed on an eligibility list. The City may also merge lists. The selected candidate(s) must successfully complete pre-employment clearances which may include a physical, drug screen, and fingerprinting.
Veterans Preference Credit Eligibility:
Veterans of the armed forces, who have been discharged or released from active duty under conditions other than dishonorable (Government Code: 18540.4), shall receive an additional five (5) points to their final examination score for ranking purposes only. This preference will apply only to the first appointment to any regular full-time City appointment. A copy of your valid DD214 must be submitted on or before the final filing date in order to be eligible for Veterans Preference Credit.
