The City of La Habra is recruiting to fill the position of Clerk in the Engineering Division within the Public Works Department and to establish an eligibility list for future openings.

ABOUT THE DEPARTMENT:
The Department of Public Works is responsible for developing and maintaining the City's infrastructure, which encompasses many areas. The Department has seven Divisions which include Administration, Fleet Maintenance, Parks and Trees, Refuse, Street Maintenance, Water/Sewer and Engineering. The Director of Public Works oversees these Divisions and the Department's employees. The mission of the Public Works Department is to ensure that city facilities, equipment and public areas are properly maintained and to provide outstanding customer service for the citizens and visitors of La Habra.
ABOUT THE POSITION:
Under general supervision, performs general and semi-complex clerical duties for the Engineering Division within the Public Works Department including record keeping, typing, filing, computer data input, administrative duties, and field investigations as required; provides direct staff support to the Engineering Division and performs related duties as required.

- Provides clerical support in all areas of the Engineering Division.
- Performs general clerical duties such as typing, filing, record keeping, and mail distribution.
- Greets and assists the public over the telephone and at the public counter.
- Assists with evaluating and maintaining contracts for outside vendors and reviews contracts for compliance with insurance requirements and certificate of insurance.
- Maintains filing and records management in both electronic and physical central filing systems.
- Receives complaints, initiates investigation and provides the complainant with a response.
- Processes payments for outside vendors and utility companies.
- Performs field investigations for National Pollutant Discharge Elimination System (NPDES) and traffic related concerns, as necessary.
- Maintains traffic accident records and night time street light survey.
- Participates and performs meeting minutes for the Traffic Committee.
- Assists with processing and issuing Public Works Encroachment and Excavation permits such as transportation moving permits, sewer, water, street and other related construction permits.
- Assists with performing utility research and data gathering for public records requests.
- Orders and maintains office supplies and equipment.
- Prepares purchase orders, warrants, and department charges.
- Processes confidential information and documents.
- Assists engineering staff with special projects and special events as assigned.
- Performs related duties as required.
Typical Qualifications
Qualifying Knowledge, Skills, and Abilities:
Knowledge of:
- Personal computer, other standard office equipment and software applications used by assigned department.
- Office practices, procedures, and equipment.
- Telephone etiquette and principles of effective public relations.
- Proper written and spoken English including spelling, grammar and punctuation.
- Effective record keeping applicable to the maintenance of a variety of administrative, personnel, payroll, statistical and financial records.
- General understanding and concepts involving Engineering, NPDES, and Traffic Engineering.
Skills and Ability to:- Read, write, and communicate clearly and effectively in person and over the phone.

Supplemental Information
Education, Training and Experience:
Any combination of education, experience, and training that provides the qualifying knowledge, skills, and abilities necessary for satisfactory job performance.
Education: High school diploma or equivalent is required.
Experience: One (1) year of clerical experience involving public contact. Must be able to type 40 words per minute. Experience working in Public Works Department is preferred.
Certificates & Licenses:
Must possess and maintain a valid California Class C driver's license, acceptable driving record, and evidence of insurance is required.
ENVIRONMENT/WORKING CONDITIONS:Environmental Conditions: Work is performed primarily in a standard office setting.
Physical Conditions: Due to the nature of work assignments, incumbents must be able to work in an office environment, use standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator; occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information; lift, carry, push, and pull materials and objects weighing up to 25 pounds. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.
SPECIAL CONDITIONSPublic Employees Disaster Service Worker: In accordance with Government Code Section 3100, all La Habra city employees are required to perform assigned disaster services worker duties in the event of an emergency or disaster.
