Position Information
Arlington County Department of Human Services' (DHS) Economic Independence Division (EID) is hiring an experienced Benefits Program Supervisor to manage and administer a wide range of financial and medical assistance programs. Programs included are the Temporary Assistance to Needy Families program (TANF), Supplemental Nutritional Assistance Program (SNAP), Medicaid, Foster Care IV-E, Child Care Subsidy, General Relief, Burial Assistance, Energy Assistance, and Auxiliary Grants. The position will be responsible for the day-to-day management and supervision of one of five operating units within the EID which may include a combination of benefits program specialists, case aides, seasonal temporary staff, and volunteers.
Specific duties include:
Assisting in the development and implementation of local programs and/or in the development of local policy and procedures for administering Federal and State programs;
Directing staff in the analysis and interpretation of complex cases and monitoring compliance with Federal, State and County regulations, policy and procedures;
Hiring, training, supervising, monitoring and evaluating the work of benefits program specialists, case aides, and temporary staff;
Developing internal operating systems;
Evaluating service delivery to recommending process improvements;
Conducting program outreach to connect with eligible citizens;
Preparing and maintaining program records;
Drafting reports using Microsoft Word and Excel; and
Serving as liaison to external agencies regarding the interpretation of regulations and new program developments.
As part of the Divisions' management team this employee is responsible for taking an active role in planning, implementing, evaluating, and enhancing programs while working collaboratively with other managers and ensuring high quality customer service, timely and accurate service delivery, and creating and maintaining a culture of accountability and integrity.

Selection Criteria
Minimums: Bachelor's degree from an accredited college or university with a degree in Social Work, Public Administration or a related field, plus
Experience: Considerable experience in the administration of public assistance programs.
Substitution: Additional qualifying experience can substitute for the education requirement. A Master's degree in a directly related field may substitute for up to one year of experience.

Desirables: Preference may be given to candidates with demonstrated experience in one or more of the following areas:
Administering TANF, View, Child Care Subsidies, Medicaid, Foster Care IV-E and SNAP programs in a Virginia human service agency;
Determining eligibility in one or more of the programs listed above;
Managing and coordinating the work of others and/or supervising line staff; and/or
Working knowledge of Commonwealth of Virginia automated systems including VACMS and VAMMIS.
Special Requirements
A pre-employment criminal records check will be conducted. It may include checks of the following: criminal record, driving record, education, professional licensure, and credit history. You may be required to sign a release authorizing the County to obtain your background information.
Must complete pre-hire federal background check and State of Virginia Central Registry check.
Additional Information
The pay ranges listed above are effective June 30, 2024.
Work Hours: Monday through Friday, 8:00 a.m. to 5:00 p.m. Some telework is available.
