General Summary
The Charlottesville Parks and Recreation Department is seeking qualified candidates to be considered for the position of Athletics Manager (Operations Specialist IV) whose focus will include oversight (management and supervision ) over the daily operations of the Athletics Division including youth and adult sports leagues, programs, classes, and various activities/events. Position is responsible for routine operations of programs and classes at City recreation facilities and performs other duties as assigned. Working independently, leads development, execution, and evaluation of a set of comprehensive programs for a core Departmental business function. Reports to a Management Specialist I or II.
The preferred hiring range for this position is between $63,830.13 - $73,753.07 Annually.Starting offer is based on applicable education, experience, and internal equity. Essential Responsibilities and Duties
Financial Management
Accountable for all purchases made by subordinate staff;
Accountable for inventory of equipment and operating supplies;
Forecasts needed equipment and supplies, and makes purchase requisition in order to maintain inventory;
Develops budget justifications for capital equipment, staffing and annual operating supplies;
Authorizes the purchase of supplies and equipment within authorized expense limits;
Allocates equipment and operating supplies in accordance to budget goals and guidelines;
May write grant and sponsorship proposals to obtain needed services, funds, equipment, or facilities;
Develops, prepares, submits and monitors an annual budget for area of assigned responsibility;
Adheres to Departmental cash control procedures and City financial guidelines and procedures; adheres to adopted revenue and expense limits, goals and guidelines for areas of assigned responsibility;
Human Resource Management
Actively participates in performance evaluation system;
Assists in conducting assessment interviews to determine appropriate placement based on interests, skills and abilities of seasonal staff and volunteers;
Efficiently and effectively allocates human resources in response to unforeseen circumstances;
Efficiently and effectively allocates human resources in the implementation of adopted maintenance plan;
Identifies staff that would benefit from off-site training;
Leads or participates in the hiring process for subordinate staff, following established guidelines;
Plans, schedules, conducts and documents specialized on-site staff training;
Complies with all applicable City Policies and Procedures and ensures compliance of subordinate staff within area of assigned responsibility;
Plans, schedules, and directs the work of subordinate staff; confirms time and attendance of subordinate staff;
Operations and Safety
Completes regular inspections and safety assessments, maintains a hazard and drug-free environment, documents issues to identify risk areas, and recommends improvements;
Compiles and retains operational and safety records and complies with federal, state and City safety standards;
Makes arrangements for the use/maintenance of agency vehicles, facilities, and equipment;
Plans, coordinates, schedules, supervises, and evaluates the operations, maintenance, and safety of the assigned facility or facilities;
Enforces all applicable policies and procedures, evaluates their effectiveness and recommends changes;
Ensures that all facilities meet quality standards for housekeeping, cleanliness, and maintenance;
Ensures that programs, facilities, and personnel meet all standards for certifications and licenses, health and safety standards, Departmental program standards, and operational procedures related to the area of assignment;
Ensures that all required certificates, licenses, permits and operating requirements are current and posted;
Schedules, plans, organizes, supervises, and evaluates the delivery of a diverse selection of recreation programs such as after-school programs, special events, athletics, education, aquatics, camps, fitness, and/or therapeutic activities;
Assists with departmental emergency response in accordance with Adopted Regional Emergency Operations Plan;
Relationship Management
Efficiently and effectively utilizes available volunteer resources to supplement the efforts of existing staff;
Interfaces with volunteers and program staff to determine extent of program need for volunteers;
Works interactively with other supervisory staff to ensure proper and efficient use of resources;
Coordinates efforts to optimize revenue production and/or customer satisfaction. Interacts with citizens and community organizations to resolve complaints and concerns;
Develops and maintains community and corporate partnerships.
Develops and implements community outreach plans to increase overall participation. Promotes diverse participation of persons from various cultural, educational, and economic backgrounds;
Maintains a positive working relationship with supervisor and subordinates, and manages conflict effectively;
Reporting and Analysis
Accountable for time and attendance reports and accident reports for subordinate staff;
Completes and submits various financial, administrative and statistical reports;
Evaluates data from daily operations and identifies deficiencies, recommends revisions, and implements recommendations using innovative strategies;
Conducts program and service delivery evaluations using a variety of tools for use in developing future programming;
Strategic Management
Assists in the development of short, medium, and long term strategies, goals and objectives.
Directs the development and dissemination of promotional material to publicize and market assigned activities;
May lead or assist in the development, implementation and evaluation of comprehensive Departmental plans for core services;
Develops and implements community outreach plans to target populations to increase overall program participation;
Performs other duties as assigned.
Education, Experience and Skills
Minimum Requirements:
Any combination of education and experience equivalent to a Bachelor's degree from an accredited college or university in recreation, park management, therapeutic recreation, business administration/management, public administration or closely related field.
Four (4) years of progressively responsible experience in park management or multi-faceted recreation center management providing a variety of recreation programs in the area of assignment; two (2) years of the required experience must have included supervisory duties.

Physical Conditions & Additional Information
Physical requirements for this position as outlined by the Department of Labor: LIGHT WORK: Ability to lift up to 20 lbs. occasionally and/or up to 10 lbs. frequently and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires the ability to lift or move more than 20 lbs. for sedentary work and the worker sits most of the time, the job is rated for light work. Physical demand requirements are in excess of those for Sedentary Work. The noise level in the work environment is usually moderate.
This position may be required to work weekends, nights, holidays, standy-by/on-call, emergency on-call, and/or weather-related emergency on-call.
