Position Information
Arlington County’s Department of Human Services (DHS) is seeking a Management & Budget Specialist for its Economic Independence Division's (EID) Housing Choice Voucher Program (HCV). The Management & Budget Specialist will ensure the integrity of the HCV Rent Assistance Program and provide oversight for all financial aspects of this $26M federally funded program, which serves approximately 1500 eligible households and provides monthly rental payment to over 200 community landlords.
This highly responsible and visible position works closely with EID and HCV staff, and coordinates with other County offices for technology and financial management support. In addition to analyzing and researching federal budget and management/policy issues regulating the HCV program, this employee compiles and submits reports to the U.S. Department of Housing and Urban Development (HUD) to include funding allocation and federal year-end close out, income statement, balance sheet and final voucher settlements. This position reports to the Division's Financial Administrative Officer.
Specific duties include:
Managing, tracking, monitoring, and reporting on revenue, expenditures, and adherence to financial requirements for several HUD programs implemented by the HCV office;
Conducting detailed reviews, analyses, and projections of personnel and operating budgets, income, and administrative requirements for annual HCV program budgets for County, HUD, and other non-profit partners;
Disbursing payments to, and receiving payments from, landlords, vendors, HUD, and other jurisdictions while receiving, investigating and resolving issues;
Creating journal entries, income statements, and balance sheets for all HUD programs
Coordinating with internal and external auditors of the County and HUD, and affirming the integrity of the HCV database (Visual Homes) by monitoring security features and providing audit trails for HCV financial transactions; and
Recommending alternatives, options, and solutions for optimum fiscal management.
A successful candidate will have experience managing large federally funded programs that require conducting high level analysis and creating a vision for process improvements with a strong background in financial accountability and budgeting, as well as leadership experience providing financial oversight of a non-profit, public housing, or similar program.

Selection Criteria
Minimum:
Bachelor’s degree in Business, Public Administration, Accounting, Finance or a related field; and
Considerable experience in the finance, planning and administration of publicly funded programs or related work that includes budgeting, accounting, and/or procurement.
Substitution: Additional education may be substituted for experience. Additional experience may be substituted for education.
Desirable: Preference may be given to candidates with one or more of the following:
Experience providing financial oversight of a non-profit, public housing or similar program such as the HCV;
Experience managing and providing strategic direction for the budget process; and/or
Certification(s) in financial management for a public or private housing program.
Special Requirements
Certification: Within a year of hire, the applicant must obtain the HCV Financial Accounting & Reporting as well as Financial Management Certifications from a HUD accredited source.
Driver's License: The applicant must possess, or obtain by time of appointment, a valid driver's license. The applicant must authorize Arlington County to obtain or provide a copy of their official driving record. Any offer of employment may be contingent upon a favorable review of the applicant's driving record.
Background Check: A pre-employment criminal records check will be conducted. It may include checks of the following: criminal record, driving record, education, professional licensure, and credit history. You may be required to sign a release authorizing the County to obtain your background information.
Additional Information
The pay ranges listed above are effective June 30, 2024.
This position is funded with ongoing State funds. The HCV program has maintained consistent funding for several years and is expected to continue to grow.
Work Hours: Primarily telework, Monday through Friday 8 a.m. to 5 p.m., with one day in office required. This may change based on business needs.
