JOB SUMMARY
The Police Department is pleased to announce a promotional opportunity in our Parking and Animal Control Services Division and invites you to apply for the Lead Community Services Officer position.
Under general supervision from the Police Support Supervisor, coordinates, leads, and performs field and office activities in the Parking and Animal Control Unit, patrols city and enforces parking regulations and municipal ordinances; responds to questions and requests for public and officer assistance; and performs other related duties as assigned.
Distinguishing Characteristics: The Lead Community Services Officer is distinguished from the Community Services Officer by the leadership role, training responsibilities, complexity and breadth of duties.
ESSENTIAL DUTIES

Participates in the daily work activities, job duties and tasks of the Community Services Officers; provides information and assists the public with a variety of requests and inquiries.
Coordinates, plans and leads briefing meetings; monitors, assists and directs Community Services Officer staff in the field and office; provide guidance and support for staff regarding complicated incidents.
Coordinates and schedules special event assignments; activities with sworn personnel; and activities with other Department supervisors and City Departments.
Assists in the hiring, evaluation and training of assigned staff; resolves concerns dealing with personnel issues; manages and assists staff workload, breaks and meal periods; completes shift review with CSO staff; and provides input regarding evaluations, special assignments and transfers.
Reviews staff activity and statistical reports; other related reports (i.e. code enforcement and dog bite); completes and reviews daily worksheets, monthly productivity logs and shift reviews; and participates in budget preparation and maintains basic understanding of unit budget.
Ensures inspection of parking and animal control vehicles and equipment for safety, cleanliness and maintenance.
Attends staff meetings, City Council meetings, PPIC meetings and other meetings as assigned or directed; and represents unit and/or Department at community meetings.
Provides support and feedback to Community Services Officers and management staff.
Maintains and coordinates supplies.
MINIMUM QUALIFICATION GUIDELINES
Education/Training/Experience:
High School graduation or G.E.D. and three (3) years of experience as a Community Services Officer, or experience directly related to law enforcement, parking and/or animal control, or a related field is required. College-level coursework in police science or criminal law is desirable.
Licenses/Certificates/Special Requirements:
California Class C driver’s license and an acceptable driving record are required.
Ability to obtain and maintain P.O.S.T. 832 PC certificate within six (6) months of employment.
In accordance with California Government Code Section 3100, City of Manhattan Beach employees, in the event of a disaster, are considered disaster service workers and may be asked to protect the health, safety, lives, and property of the people of the State.
Ability to be assigned to rotating work shifts, including nights, holidays, and weekends, and to work overtime as needed.
Knowledge of:
California Vehicle Code, Penal Code, Municipal Code, Health and Safety Codes, and Business and Professions Codes, and local ordinances and regulations; department regulations and operating procedures; relevant requirements of the California Privacy Act governing the release of public records; recordkeeping practices; proper English grammar, spelling, and punctuation in completing and reviewing basic police reports; proper radio codes and transmission procedures; customer service techniques; Department organization, policies, procedures and current Memorandum of Understanding.
Ability to: Read, understand and interpret codes, regulations, ordinances, and department policies; enforce codes and ordinances; complete Parking and Animal Control related reports and routine police reports; issue non-moving citations; learn the geography of the City to locate destinations and efficiently respond to service calls; remain calm when obtaining crime information or receiving complaints from irate or emotionally distressed persons; use proper radio transmission procedures; operate mobile data devices and other computer hardware and modern office equipment; access, enter and retrieve police records information; communicate effectively, both orally and in writing; establish and maintain effective working relationships with staff, other law enforcement agencies, and the general public; effectively train and supervise others.
