About This Role: Prince William County’s Department of Social Services (DSS) is a leader in Virginia for providing safety-net services for children and adults facing abuse, neglect, family instability, homelessness, financial insecurity, food insecurity, underemployment, and/or health crises with no insurance. Proactive services that prevent family instability, housing loss, and impending crisis are key factors in DSS’s philosophy of service provision. Last year, we served over 200,000 residents.
As the DSS Director, you will be part of the overall county Leadership Team led by the County Executive. Direct supervision is provided by the Deputy County Executive for Health, Wellbeing and Environmental Sustainability. Prince William County government operates in an open-door environment. While it is recognized that each department has its unique services to deliver, often multiple departments are serving the same person; therefore, government is not siloed, but rather collaboration in a spirit of excellence in customer service and transforming lives.

Travel to state and federal meetings with departments in the Commonwealth, the Virginia League of Social Services Executives, and HUD, is required as are other meetings and conferences that may benefit DSS. Minimum Requirements: A Master's degree in a human services field, behavioral science, counseling, business or public administration or related field supplemented with significant management experience in a social work, community or other human services organization.
Preferences: The preferred candidate will have a Master’s degree in family counseling, human services, social work, public administration, or related field; ten (10) years of service as a local government employee; experience serving as staff to a local Administrative, Advisory, or Community Collaborative such as a Continuum of Care, and leadership experience starting with in-field work and progressively moving toward more responsibility.
The ideal candidate will also have supervisory experience of fifty (50) or more employees; oversight experience over multiple human service programs and budget experience, developing and stewarding a budget of at least $25 million dollars, with federal, state and local revenue sources.
Special Requirements:
The selected candidate will be required to pass a pre-employment background check.
All DSS staff members are required to provide emergency human services work in the event of an emergency disaster.
Note: Employees of the Prince William County (PWC) Department of Social Services cannot serve as a resource/foster parent for PWC. If the selected candidate, or anyone in their household, is fostering a child/children through PWC Social Services, they will be granted time to end the arrangement upon acceptance of employment with the County. Work Schedule: Monday – Friday, 8:30 a.m. – 5 p.m., with some evenings and weekends required to meet the needs of the job. Most services are provided 24/7/365 and access to the DSS Director is critical for safely providing services. The successful candidate will be available to quickly respond to being onsite when necessary.
Atypical Schedule Details: Meetings may be held at night or during the weekend and the Director is expected to attend. Meetings to Anticipate:
The DSS Advisory Board meets once a month in the evening;
The Homeless Advocates-West meets once a month in the evening;
The Cooperative Council of Ministries meets once a month on a Saturday morning
The Board of County Supervisors has evening meetings
The Planning Commission has evening meetings
To ensure optimum service delivery, computer equipment is provided, including printers and scanners for both in-office and in-home completion of duties. A county cell phone and access to county vehicles is also available with travel reimbursement when using one’s own vehicle for work.
Telework: The incumbent is expected to work onsite but may occasionally telework as business needs allow.
Hiring Salary Range Options: $167,506.75 - $217,331.75/yr.
