Shelter Manager Overview:
Under the supervision of the Residential Services Manager, this position is responsible for the overall management of Shift Supervisors, Medical care Coordinator, Youth Workers and Relief Youth Workers. Additionally, the Shelter Manager ensures that appropriate supervision of youth is maintained and assists in program planning.
Duties & Responsibilities:
Supervises Shift Supervisors and holds regular shelter Staff meetings to ensure program objectives are met.
Conducts or oversees staff conferences, the hiring process, ordering and purchasing, annual performance evaluations, and initiates and implements disciplinary actions as warranted.
As designated, essential personnel must be “on call” and available to work shifts as needed during crises, including holidays and weekends.
Handles all compliance for PQI and the Council on Accreditation (COA).
Conducts quarterly internal and external case reviews for PQI.
Ensures adherence to the program policies and procedures.
Maintains compliance for staff-required training and records.
Ensures all incident reports and data entries are in EVOLV.
Plans and coordinates for inclement weather, emergencies, emergency kits, and crises.
Communicates with stakeholders and other agencies regarding youth placement and the opening or closing of shelters.

Requirements
Education:
Bachelor’s Degree in Psychology, Sociology, Social Work, Criminal Justice, or closely related field.
Experience:
Minimum five (5) years full-time paid work experience working with youth in a youth-service agency, short- or long-term residential care for youth, juvenile justice or in a social services setting.
Four (4) years of supervisory experience in a Social Services setting.
Licensure:
Reliable transportation with a valid driver’s license (Texas) and auto liability insurance.
Licensed as a Childcare Administrator or successfully complete the Childcare Administrator licensure within one year of hire and maintain thereafter.
Required to complete Crisis Prevention Intervention, First Aid and CPR training within 90 days of hire.
Knowledge, Skills & Abilities:
Ensures that all admission, discharge, and extension paperwork is updated daily.
Seeks and provides feedback on youth interrelationships, behaviors, attitudes, and so on, from shelter staff and assigned caseworkers and supervisors.
Assists in defusing hostile youth/staff and youth/youth conflicts.
Communicates and collaborates with the Residential Services Manager regarding shelter staff and youth.
Provides all youth counselors with pertinent information from wraparound staffing.
Knowledge of management and supervisory principles and practices, including program planning and contract requirements.
Knowledge of protective services, child and family development, child management, family systems, community resources, budgeting, direction, coordination, and evaluation.
Knowledge of principles, practices, and techniques of case management and administration; case management documentation Knowledge of county, state, and federal laws, including the Texas Family Code, statutes, rules, ordinances, and regulations governing children.
Skill in emphasizing, valuing, and dealing successfully with the special capabilities, distinctive cultural histories, and unique needs of people of various socio-economic, ethnic, and cultural backgrounds.
Must be proficient in both written and oral communication.
Be self-disciplined and dependable.
Meets deadlines for projects and assignments.
Multitask and work independently.
Maintains the highest standards of ethical behavior, exercising honesty and integrity, respect, confidentiality, and fairness in the execution of their official responsibilities.

$52,020.80--$63,044.80(Annually)

Work Environment:
This job operates in an emergency residential shelter.
The environment is occasionally stressful as it involves aggressive, emotionally disturbed youth (aged 12-17 yrs.).
Additionally, this role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
Physical Demands:
This is a medium sedentary role; however, some standing, walking, pushing, pulling, stopping, kneeling, climbing, crouching, reaching, and lifting might be required.
This would require the ability to lift files up to 10-20 pounds.
