The Louisiana Department of Revenue (LDR) is responsible for fairly and efficiently collecting state tax revenues to fund public services, to regulate charitable gaming and the sale of alcoholic beverage and tobacco, and to support state agencies in the collection of overdue debts. Collectively, each program, unit, division and group work together to provide the core services to taxpayers of the State of Louisiana and stakeholders of the agency. LDR is comprised of the following groups: Tax Collection, Charitable Gaming, Alcohol and Tobacco Control (ATC), Debt Recovery and Louisiana Tax Free Shopping Commission
The Operational Performance and Compliance Division assists other divisions in the continuous improvement of the Department by coordinating, developing, and managing projects. The goal is to enhance efficiency, optimize processes, and ensure better outcomes for both the organization and the public. The team members will analyze performance data, review processes, perform research, implement process improvements, or evaluate service quality to drive positive change and promote continuous improvement.
ABOUT THIS POSITION:
This position is responsible for the overall administration of project management services to agency divisions for non-tax related matters. Provides a planned, systematic approach to identifying, designing, measuring, prioritizing and monitoring quality management activities; formalizing, initializing and executing new projects; monitoring current department productivity by managing production issues with agency-wide applications and procedures; and incorporating state-wide objectives to the Louisiana Department of Revenue.
The incumbent will also ensure the implementation of the Department's Strategic Plan and Operational Plan. This position will also review and make recommendations for the Annual Financial Report (AFR) and any ad-hoc operational reports for the Executive Team.
JOB DUTIES AND RESPONSIBILITIES:
- Identifies opportunities to improve the efficiency and effectiveness of all policies and processes within the agency.
- Reviews data, analysis, and reports generated by staff covering all functional areas of the agency.
- Determines scopes and methodologies for task forces and project teams.
- Selects members and assigns responsibilities of task forces and project teams.
- Engages with Executive Staff, Division Directors, and others who have authority over areas of concern.
- Oversees Project Management staff in the handling of task forces and project teams.
- Reviews all Project Management reports and recommendations prior to transmittal to Executive Staff.
- Oversees staff in the development and implementation of approved initiatives, policy changes, and/or process revisions.

VACANCY INFORMATION:

LA R.S.15:587.5, 587.6 and the IRS require the Louisiana Department of Revenue to conduct a criminal history records check of a prospective employee who will access federal tax information to perform job duties. MINIMUM QUALIFICATIONS:
A baccalaureate degree plus five years of professional level experience in financial auditing, accounting, tax systems work, taxpayer assistance, tax enforcement, tax collection, tax auditing, tax audit review, tax law, tax accounting, management analysis, or administrative services.
SUBSTITUTIONS:
Six years of full-time work experience in any field will substitute for the required baccalaureate degree.
Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:
A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.
30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.
60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.
90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.
120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.
College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.
A master's degree will substitute for one year of the required experience.
Possession of designation as a Certified Public Accountant or CPA Inactive will substitute for one year of the required experience.
Possession of a current license to practice law in Louisiana will substitute for two years of the required experience.
NOTE:
Any college hours or degree must be from an accredited college or university.
NOTE:
This position requires travel on a regular basis to audit locations or attend meetings, conferences, training classes, or other work locations throughout the United States.
