Job Summary

In conjunction with the Vice President Operations, directs, develops, plans, initiates, and monitors an effective “all-hazards emergency management program for Stanford Health Care Tri-Valley by directing enterprise-wide prevention mitigation, response, and recovery efforts. This position manages the direction and operational oversite for the EM program including operational functions. This position takes on-call, manages the team on-call schedule, and may be required to come in early, stay late and respond from home at any time. This position is responsible for management oversite of daily and emergency operations, EM staff management, planning, inventory, machinery, tools, and other resources, and has financial management oversite in tandem with the Vice President of Operations.  The Director is responsible to develop a close relationship with the department leaders throughout the Tri-Valley as well as a close relationship and alignment with Executive Director Stanford Health Care Office of Emergency Management. The Director also has the authority to activate all aspects of the Stanford Health Care Tri-Valley Emergency Operations Plan.

Employee must perform all duties and responsibilities in accordance with the C-I-CARE Standards of the Hospital. C-I-CARE is the foundation of Stanford’s patient-experience and represents a framework for patient-centered interactions.

• Directs, designs, coordinates, and implements emergency management plans and procedures.  This involves overseeing work of OEM-TV team members, working with internal departments, external agencies, and vendors in developing and maintaining the Emergency Operation Plan (EOP) and hazard-specific plans and agreements that strengthened the hospital’s emergency preparedness, response and recovery efforts. 

• Directs OEM-TV staff in their daily duties and provides guidance related to the Emergency Management Program.  

• Assists the Vice President Operations in development of the OEM-TV annual operating and capital budgets, annual strategic goals, and initiatives for the office.

• Ensures ongoing compliance with Joint Commission Standards, and California Department of Health Regulations.  In addition, ensures that National Incident Management system (NIMS), Hospital Preparedness Program (HPP) and other requirements or industry standards are met. 

• Manages the design, coordination, and implementation of hospital wide and site-specific training programs involving emergency plans, Hospital Incident Command System (HICS) , NIMS, patient decontamination, supervisor training, and other emergency preparedness training for staff and the community. 

• Responsible for the implementation of the Emergency Operations Plan and directs the operation of the Hospital Command Center during an activation.  Has authority to activate and introduce resources such as staff, material and supplies for effective functioning of the HCC. Also responsible for emergency communications and business continuity planning.

• Oversees the selection, identification, purchasing and ongoing maintenance of Emergency Management equipment and supplies.  Projects capital needs relative to emergency management and the maintenance of equipment and supply caches.

• Provides input for training content, tabletop, full scale and functional exercises to be carried out by OEM-TV staff. Ensures that all content aligns with OEM-TV plans and strategic initiatives.

• Investigates, researches and institutes best practices in the Emergency Management Program.

• Participates with external task forces, committees and agencies regarding Emergency Management including those but not limited to the hospital, local regional state, and federal levels.

• Responsible for oversight of grant related activities include grant applications, deliverables, accounting, and subsequent Audits for OEM-TV.

• Fosters positive interpersonal relationships internally and externally by adhering to customer service.

• Works closely with the Stanford Health Care office of Environmental Health & Safety in coordinating, developing, testing, training, and maintaining any specific EH&S initiatives and plans.

• Performs other duties as assigned. 

Qualifications

Required

• :  Bachelor’s Degree in Health Administration, Emergency Management, Public Health or other related field from an accredited college or university
• : 5 years’ experience in Emergency Management and health care or related field required. Experience leading emergency responses and facilitation of full-scale emergency exercises. Military or other Civil Service experience with 2 or more years in a management level position preferred.

License/Certification:

• Current US Driver’s License

• Must successfully complete required Federal Emergency Management Agency (FEMA) courses (IS 100, 200, 700, and 800) within 90 days of employment. 
• Must work to complete FEMA IS 300 and IS 400 or equivalent courses within 2 years. 

Preferred

• Master’s Degree in a Health Administration, Emergency Management, Public Health or other related field from an accredited college or university.

Any combination of education and experience that would likely provide the required knowledge, skills and abilities as well as possession of any required licenses or certifications is qualifying.

Knowledge, Skills, and Abilities

These are the observable and measurable attributes and skills required to perform successfully the essential functions of the job and are generally demonstrated through qualifying experience, education, or licensure/certification.

• Must have knowledge of chemical decontamination practices and procedures, Hospital Incident Command System, Standardized Emergency Management System and the Nation Incident management system.
• Proficient in Microsoft Office (excluding Access)
• Must have working knowledge of California Code of Regulations Titles 8, 19, 22 and 24. 
• Ability to work variable work schedule (weekends, non-standard hours, holiday and special events and incidents) and for extended hours.
• Development, understanding, communication, and coordination of SHC-TV PACE Plan as outlined by NCSWIC for things such as utility shutdowns, corridor closures caused by construction activities, and any other critical impact to patient, faculty, and staff operations.
