CACI is seeking a Senior-level Information Technology Manager to lead a team of IT professionals supporting our customer, National Reconnaissance Office as the Operations Manager. The Operations Manager responsible for the day-to-day operational performance and management essential for the successful execution of the contractor responsibilities. As the Operations Manager, you will work closely with the Program Manager and the customer to keep them abreast of issues, risks and accomplishments. You will be responsible for ensuring the consistent communication and collaboration across the program and the customer’s enterprise. The Operations Manager is responsible for executing the strategic/tactical direction of the program and leading an outstanding team of professionals in their daily mission and professional development.
Primary Responsibilities
The Operations Manager will have solid organizational skills and be able to communicate clearly and succinctly, both written and orally. This includes presenting concepts, ideas, and status updates in a professional business-like manner.
The Operations Manager will be required to work in a dynamic fast-paced environment that requires solid leadership skills, team interaction and coordination of efforts in support of a rapidly changing Enterprise IT Environment, balancing day-to-day IT Service Delivery with long term strategy roadmaps, technology insertion and an aggressive innovation implementation.
The Operations Manager will bring strong interpersonal skills, stakeholder engagement skills, and be comfortable interfacing with external and internal leaders up to the SIS/GS-15 level. Externally, the Operations Manager will interface and work with executive leaders and branch directors. Internally, the Operations Manager will report to the Program Manager; interface and coordinate with the Government Program Management Office (PMO); and be responsible for leading and managing operations in the absence of the PM & DPM.
The Operations Manager manages and oversees IT Service Delivery to include meeting all performance metrics/ Service Level Agreements (SLAs); assists in planning and implementing the strategic roadmap and driving innovation initiatives; proactively responding to Government issues, concerns, and comments; and alerting the Government of potential mission, contractual, program, and resource limitation issues.
The Operations Manager will be responsible for assisting with recruiting, staffing and retention; ensuring deliverables are submitted on time and to standard; identifying mission area gaps and developing solutions to mitigate; executing the external Stakeholder Engagement Plan to build trust and establish and sustain a solid relationship with our executive level customer base.
The Operations Manager will establish and maintain positive relationships with clients’ senior-level managers, develop overall strategy, tactics and goals for the program and coordinate with the PM on financial related activities associated with other proposals.
The Operations Manager will work with third-party vendors, organize, direct, and manage contract operation support functions and manage teams of contract support personnel at multiple locations.
The Operations Manager will assist the Program Manager to manage the client interface at the senior levels of the client organization, meet with Government and Contractor personnel to formulate and review task plans and deliverable items and ensure conformance with program task scope, schedules, and costs.
The Operations Manager will manage program personnel, project schedules, hire qualified staff members, coordinate operational activities with external and internal teammates or government groups, and handle personnel issues as needed.
The Operations Manager will be responsible for ensuring that personnel receive adequate guidance and direction for performing their daily tasks and will be responsible for developing/presenting briefings, preparing correspondence, and preparing project status reports as required.
Required Qualifications:
Bachelor’s Degree in a related business or technical field from an accredited college or university in a course of study that is substantially useful in managing large, complex information technology (IT) programs.
TS/SCI clearance with CI poly.
Shall have relevant experience with successful management of a network-related program of similar size, scope, and complexity.
15 years of experience in managing and leading geographically dispersed staff of varying skill levels.
Proven exceptional customer and client relationship building and management skills.
Inspirational leadership style. Demonstrated ability to build success-oriented relationships across customer communities.
Be strong at problem-solving and conceptual thinking. Possess the capability to lead strategic growth in a challenging forward-thinking environment.
Display excellent written communications and presentation capabilities
Nice to have Qualifications:
Possess a minimum of five years of experience with IT Service Delivery using an ITIL/ITSM framework similar in size, scope, and complexity to the requirements of this program.
Master’s Degree from an accredited college or university in a course of study that is substantially useful in managing large, complex information technology (IT) programs.
Project Management Institute (PMI) Program Management Professional (PgMP), or PMI Program Management Professional (PMP), or Defense Acquisition Workforce Improvement Act (DAWIA) Program Manager Level III.
