EXAMINATION IS ANNOUNCED TO ESTABLISH AN EMPLOYMENT LIST TO FILL ONE (1) CURRENT EAST JEFFERSON VACANCY IN THE DEPARTMENT OF COMMUNITY DEVELOPMENT AND FOR FUTURE VACANCIES AS THEY OCCUR.

The purpose of the position is to assist the Administrative Management Specialist IV-Disaster Recovery in the Community Development Department with grant related activities necessary to administer the Housing and Urban Development (HUD) funded Resilient Community Infrastructure and the Hometown Revitalization Disaster Recovery Programs. Employee in this position works with various Jefferson Parish departments and consultants in assisting with interpreting HUD federal guidelines 2 CFR 200. Regularly deal with the Cooperative Endeavor Agreement (CEA) between the Louisiana Office of Community Development (OCD) and the Parish of Jefferson. Assist with and monitor the recovery proposal, project applications, documenting project changes, project request for payment, project reporting, project monitoring and project closeout. Assist with all aspects of the disaster recovery project application process which includes: program implementation, program deadline for submissions, citizen participation requirements, and timeline of activities. Assist the department to follow all applicable state and federal laws, rules and regulations. Assist the Department's accounting team to maintain the discovery recovery budget, monitor consultants' budget, and prepare travel arrangements. Responsible for collecting and maintaining data in the IGX data base system as well as the inter-office database and shared drive. Position requires driving of a personal vehicle, thus possession of a valid driver’s license, acceptable driving record, and personal automobile with minimum liability insurance available for business use (business travel is reimbursed on a mileage basis) will be given preference.
Minimum Qualifications For Admission to Examination
Meets one of the following options: I. Possession of an accredited Associate's degree and substantial experience (approx. two years) performing administrative duties in support of a government-funded program, including a CDBG, HOME, or ESG program.
OR
II. Possession of an accredited Bachelor's degree and responsible experience (at least three months), as described in Option I.
OR
III. Possession of an accredited Master’s degree in (or related to) Business or Public Administration.
Preferred: CDBG-DR program experience is preferred.
Related education, experience, and/or professional certification(s) above and beyond the minimum qualifications will be required for consideration of an entrance salary above the minimum rate.

The examination may consist of a written test, a rating of training and experience, an oral panel interview or any combination thereof.
