Position Information
The Department of Environmental Services(DES) is seeking a Stormwater Management Inspection Supervisor to join the Development Services Bureau in the Transportation and Development Division. This position will support the County’s Stormwater Management Program which is responsible for enforcing stormwater management compliance with Federal and State regulations; the following Arlington County Code Ordinances: Erosion and Sediment Control; Stormwater Management; Chesapeake Bay Preservation; Trees and Shrubs; Flood Plain Management; Land Disturbance Activity (LDA) permits, and DES construction standards and specifications on residential and large development construction sites throughout the County.
Specific duties include:
Managing the day-to-day activities, work performance, development, and training of a team of Stormwater Management Inspectors responsible for inspecting, monitoring, and enforcing stormwater management codes and regulations;
Providing guidance and assistance to developers, engineers, County staff and the public to resolve complex and/or technical issues related to stormwater management on development sites during construction;
Managing the DES signoff for completion LDA permits, Certificates of Occupancy, bond releases, and final stormwater management facility inspections;
Overseeing and approving the issuance of Notices of Violation and Stop Work Orders;
Responding verbally and in writing to citizens, contractors, engineers, County staff and developer inquiries; and
Performing other Stormwater Program job-related duties as assigned.
The successful candidate will be a collaborative problem solver with a demonstrated understanding of the complexities and challenges of design and construction in an urban environment. The successful candidate will be able to manage and oversee numerous projects. maintain records, use various electronic systems and project tracking software, provide guidance to resolve issues, and able to communicate with a wide variety of individuals with an array of understanding of stormwater management and construction.
Selection Criteria
Minimum Qualifications:
Bachelor's Degree in Civil Engineering, Construction Management, Water Resources Engineering, Environmental Studies, or a related field; and
Three (3) years of progressively responsible experience inspecting, managing, or administering construction activities related to site development and stormwater management.
Substitution: Additional qualifying experience may be substituted for the education requirement on a year for year basis.
Desirable: Preference may be given to candidates with experience in enforcement of stormwater management regulations for state and/or local government.
Possession of one or more of the following Certifications preferred:
Commonwealth of Virginia Erosion and Sediment Control Combined Administrator;
Certified Professional in Erosion and Sediment Control (CPESC);
Commonwealth of Virginia Erosion and Sediment Control Inspector; and/or
Commonwealth of Virginia Stormwater Management Inspector Certification.
Special Requirements
Please note: A complete application will include an attached resumeandletter of interest. Your letter of interest should describe why you are interested in the position and detail your accomplishments in the following areas:
Inspecting or administering construction activities related to site and infrastructure development, including ADA guidelines for local municipalities;
Interpreting municipal code requirements, construction and design standards for stormwater management facilities and best management practices (BMPs); and
Applying Federal, State, or local stormwater management regulations including erosion and sediment control and stormwater pollution prevention to construction projects.
Certification as a Commonwealth of Virginia Erosion and Sediment Control Inspector or the ability to obtain certification within six months is required.
Driver's License: The applicant must possess, or obtain by time of appointment, a valid driver's license. The applicant must authorize Arlington County to obtain or provide a copy of their official driving record. Any offer of employment may be contingent upon a favorable review of the applicant's driving record.
Background Check: A pre-employment criminal records check will be conducted. It may include checks of the following: criminal record, driving record, education, professional licensure, and credit history. You may be required to sign a release authorizing the County to obtain your background information.

Work Hours:
Flexible work schedule Monday through Friday between 7 am to 6 pm with telework opportunities.
Current DES policy requires a minimum of 24 hours in-office or field work per pay period (every two-weeks). Employees are expected to meet this requirement, and any changes in the future.
Employee must be able to travel and attend site visits as necessary to support stormwater management enforcement tasks and resolve construction challenges.
Employee may attend occasional local, state, and national events, which may be outside regular working hours.
The official title for this position is Construction Inspector Supervisor. The pay ranges listed above are effective June 30, 2024.
