GENERAL PURPOSE
City of Upland is recruiting for Utility Worker I/II - Water!!

Under immediate (Utility Worker I - Water) or general (Utility Worker II - Water) supervision, performs a variety of duties involved in the maintenance, repair, installation, and construction of the water distribution pipeline system and associated areas; and performs related work as required.
Utility Worker I - Water: This is the entry-level classification in the Utility Worker - Water series. Initially under close supervision, incumbents learn and perform a variety of duties involved in the maintenance, repair, installation, and construction of the water distribution pipeline system and associated areas. As experience is gained, assignments become more varied, complex, and difficult; close supervision and frequent review of work lessen as an incumbent demonstrates skill to perform the work independently. Positions at this level usually perform most of the duties required of the positions at the Utility Worker II – Water level but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise.
Utility Worker II - Water: This is the fully qualified journey-level classification in the Utility Worker - Water series. Positions at this level are distinguished from the Utility Worker I – Water by the performance of the full range of duties as assigned, working independently, and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.
Positions in the Utility Worker – Water class series are flexibly staffed; positions at the Utility Worker II – Water level are normally filled by advancement from the Utility Worker I – Water level; progression to the Utility Worker II - Water level is dependent on (i) management affirmation that the position is performing the full range of duties assigned to the classification; (ii) satisfactory work performance; (iii) the incumbent meeting the minimum qualifications for the classification including any licenses and certifications; and (iv) management approval for progression to the Utility Worker II – Water level.

REPORTING SCHEDULE:
12 months/year, 10 hours/day, 4 days/week.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Management reserves the right to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so qualified employees can perform the essential functions of the job.
Positions at the Utility Worker I – Water level may perform some of these duties and responsibilities in a learning capacity.
- Installs, renews, and disconnects water services; repairs service leaks; installs and repairs mains, laterals, valves, and fittings; installs and repairs hydrants; reads, replaces, repairs, and rebuilds meters; turns on and off main line valves, hydrants, and fire service lines; installs tanker meters to hydrants; exercises valves and hydrants.
- Participates in hydro-jetting excavation for the utilities division; safely excavates around underground utilities; performs confined space entry as required.
- Raises vault lids and value caps; forms, pours, and finishes concrete around hydrants in alleys and sidewalks and around meter boxes; lays asphalt; installs and repairs fences and gates; installs shoring in ditches.
- Operates a variety of technical, hydraulic, pneumatic, or motorized equipment to maintain or operate utility systems.
- Paints piping, walks, building interiors and exteriors, gates, and other structures; performs welding, fabrication of pipelines, and pipefitting.
- Observes safety precautions regarding traffic control, confined space, trenching, excavating, and power equipment operation; sets up traffic control equipment; directs traffic in the street during construction processes.
- Drives vehicles to work sites and dumping areas; loads vehicles on trailers and hauls trailers to worksites; loads and unloads material and debris from dump trucks and pickup trucks.
- Performs a variety of skilled and semi-skilled tasks in the construction, maintenance, and servicing of City water systems; performs maintenance and repair activities on water distribution system facilities; removes debris, and repairs and/or replaces damaged pipe.
- Interprets and applies technical information from manuals, drawings, specifications, layouts, blueprints, and schematics; draws maps and records measurements.
- Removes concrete, sets forms, pours, and finishes concrete to repair curbs, gutters, driveways, and sidewalks.
- Removes asphalt and installs temporary asphalt concrete repairs, sprays emulsion.
- Performs landscape duties at pump and reservoir sites.
- Operates a variety of equipment and vehicles including pickup and dump trucks, tractors, loaders, back hoes, and air pressure equipment; assists with storm drain cleaning and maintenance; performs routine preventive maintenance on equipment and vehicles as assigned.
- Utilizes oxygen and acetylene torch to heat up and/or cut piping for removal; solders copper plumbing; occasionally welds fire hydrants and water pipes.
- Utilizes an underground service locator to accurately mark existing potable and reclaimed water utilities.
- Prepares written and oral reports related to activities and incidents; performs computer data entry.
- Assists other divisions and/or departments as directed.
- Observes and complies with City and mandated safety rules, regulations, and protocols.
- Performs other duties as assigned.
QUALIFICATION GUIDELINES
Education and Experience:
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
Education:
- Utility Worker I/II – Water: Equivalent to completion of the twelfth (12th) grade.
Experience:
- Utility Worker I- Water: One (1) year of experience performing construction and/or maintenance work with a public agency, utility district, or similar organization.
- Utility Worker II - Water: Three (3) years of increasingly responsible experience performing construction and/or maintenance work with a public agency, utility district, or similar organization.
Licenses and Certifications:
- Utility Worker I - Water: Possession of a valid California Driver’s License, to be maintained throughout employment.
- Utility Worker I - Water: Possession of, or successful acquisition within 12 months of employment, a valid California Class A or B Driver’s License, to be maintained throughout employment.
- Utility Worker I - Water: Possession of a valid Grade I (D-1) Water Distribution Operator Certificate issued by the California State Water Resources Control Board, to be maintained throughout employment.
- Utility Worker II - Water: Possession of a valid California Class A or B Driver’s License, to be maintained throughout employment.
- Utility Worker II - Water: Possession of a valid Grade II (D-2) Water Distribution Operator Certificate issued by the California State Water Resources Control Board, to be maintained throughout employment.

- Modern equipment and communication tools used for business functions and program, project, and task coordination, including computers and software programs relevant to work performed.
Ability to:
- Perform semi-skilled and skilled maintenance, construction, and repair work in the area of work assigned.

PHYSICAL AND MENTAL DEMANDS
Must possess mobility to work in the field; strength, stamina, and mobility to perform medium to heavy physical work; to sit, stand, and walk on level, uneven, or slippery surfaces; frequently reach, twist, turn, kneel, bend, stoop, squat, crouch, grasp, and make repetitive hand movement in the performance of daily duties; possible entry into confined spaces and the use of confined entry equipment, to climb and descend ladders, to operate varied hand and power tools and construction equipment, and to operate a motor vehicle and visit various City sites; and vision to inspect and operate equipment. The job involves fieldwork requiring frequent walking in operational areas to identify problems or hazards, which may include working on live electrical wires. Finger dexterity is needed to operate and repair tools and equipment. Employees must possess the ability to lift, carry, push, and pull materials and objects averaging a weight of 50 pounds or heavier weights, in all cases with the use of proper equipment and/or assistance from other staff. Employees must wear and use the proper Personal Protective Equipment (PPE).
WORK ENVIRONEMNT
Employees work in the field and are exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, confining workspace, chemicals, mechanical and/or electrical hazards, hazardous physical substances and fumes, dust, and air contaminants. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.
