This position will support leadership of the Enterprise Production Control organization at the Palmdale site. It will encompass the Control Account Manager (CAM) role for Material Inventory Control (MIC) scope of work across all programs at the Palmdale site for both labor and outside service material dollars. It will include business planning and performance measurement support to the Enterprise Production Control organization.
The candidate will work with Production Control management and other cross-functional teams to ensure Earned Value (EV) and budget compliance including cost and schedule scope of work. Teams include Financial & Business Operations, Estimating, Labor Accounting, and Workforce Planning.
Tasks include developing budget baselines, estimates at completion (EACs), cost and schedule variance analyses ensuring root cause is defined and corrective actions are implemented in a timely manner. Responsible for developing Basis of Estimates (BOEs) used for proposals, negotiations, and budgeting. Responsible for preparing and distributing internal and external cost performance metrics as well as supporting budget and EV reviews at all levels of management.
Responsible for monitoring MIC pool performance to the MIC base, establishing MIC staffing targets to ensure pool performs at budgeted factor. Requires working knowledge of critical path analysis for impacts/delays and mitigation plans. The candidate will identify, communicate, and resolve support labor issues to ensure manufacturing base departments meet their cost and schedule commitments. The candidate will ensure monthly staffing plans support all budget/ETC commitments. • Secret Clearance Budget management and/or project management experience Proficient understanding of EV metrics, reports, processes and data structures Ability to manage and analyze large amounts of cost and schedule data Experience in data manipulation and creating/maintaining metrics Proficient in MS Office products, particularly Excel and PowerPoint Ability to obtain and maintain a DoD active clearance
