Job Overview Under general supervision, reporting to the Chief of Innovation & Service Delivery, the HR Analyst III will be responsible for day-to-day HR activities for designated Baltimore County Government departments. This role will serve as the lead Analyst overseeing processes related to recruitment, HRIS, classification & compensation, employee & labor relations and training.
EXAMPLES OF ESSENTIAL DUTIES
Serves as Shared Services HR Analyst, executing day-to-day human resources activities for designated County departments.
Provides complete and accurate guidance and information to employees, supervisors, and managers on a wide range of human resources policies and practices.
Interprets, applies and ensures compliance of human resources laws, rules, regulations, policies, procedures, and memoranda of understanding.
Coordinates and manages recruitment and talent acquisition activities for designated County departments, including but not limited to partnering with department hiring managers to fill and minimize vacancies; processing tasks in applicant tracking systems, leading diversity equity & inclusion, succession planning and EEO staffing efforts; interviews, hiring and onboarding tasks.
Coordinates and manages human resources information system (HRIS) activities, including but not limited to employment eligibility verification, and processing job changes, terminations and offboarding tasks.
Coordinates and manages classification and compensation activities, including but not limited to processing salary exceptions, compensation changes and salary verifications.
Serves as employee relations specialist for designated County departments, providing guidance to managers on disciplinary actions, training, and in the use of performance management systems.
Investigates EEOC and fair practices complaints and prepares related reports.
Provides recommendations to department management regarding employee misconduct and disciplinary actions.
Testifies at grievance hearings.
Conducts research, studies and benchmarking, and prepares recommendations for the development and implementation of human resources activities.
EXAMPLES OF OTHER DUTIES
Establishes and administers procedures to implement policies and best practices.
Participates in long range program planning.
Coordinates activities with the work of other departments within the County.
Prepares and presents reports of activities.
Assigns, oversees, coordinates, and reviews the work of professional and support personnel engaged in human resources administration activities.
Performs other duties as required.
Qualifications
Required Qualifications Graduation from an accredited college or university with a bachelor's degree, preferably in human resources administration, business or public administration, or psychology plus four years' professional experience in human resources administration.
(Experience in human resources administration may be substituted on a year-for-year basis up to a maximum of four years for the required education. Education beyond a bachelor's degree in human resources administration, business or public administration, psychology, or law may be substituted on a year-for-year basis up to a maximum of two years for the required experience.) Must hold and maintain a current HR Certification through HR professional organizations including but not limited to, Society of Human Resources Management (SHRM), Human Capital Institute (HCI) and The Public Sector HR Association (PSHRA).

Knowledge of the principles and practices of human resources administration.
Knowledge of human resources laws.
Knowledge of statistical concepts and procedures used in human resources administration and research.
Knowledge of labor relations.
Knowledge of Federal and State equal employment opportunity laws, guidelines, requirements and practices.
Skill in planning, coordinating, and overseeing the work of others engaged in professional human resources administration or supportive functions.
Skill in performing professional human resources administration functions.
Ability to interpret applicable County human resources laws, rules, regulations, policies, procedures and memoranda of understanding.
