General Description:
This is a sworn, semi-skilled position. Under general supervision, the incumbent performs work of moderate difficulty in performing comprehensive investigations into alleged improper conduct of facility policy, reports of illegal or suspicious activity, or other administrative or pre-employment investigations as required; performs related work as required.
Organization:
The Investigator reports to the Superintendent or designee and supervises no staff.
Special Instructions to Applicants
Essential Functions: (Any one position may not include all of the tasks listed nor do the listed examples include all tasks which may be found in positions of this class.)
• Performs comprehensive internal affairs investigations, including administrative fact-findings and conducts interviews in compliance with Garrity;
• Conducts intelligence gathering of alleged gang activity, drug smuggling operations, or other criminal matters and provides regular updates;
• Liaises with local, state or other law enforcement on pertinent matters, providing information and assistance when appropriate;
• Organizes investigative material in accordance with established procedures;
• Prepares detailed reports on investigation and submits findings to management;
• Conducts interviews of staff and inmates to obtain and corroborate information;
• Performs duties incumbent to that of a Jail Officer;
• Performs related work as assigned.
Ancillary Functions: (The tasks listed below may be assigned as deemed necessary.)
• Administers pre-employment and administrative interviews in accordance with recognized procedures and state law;
• Assists with processing prospective applicants;
• Performs criminal background investigations of applicants seeking employment with the agency;
• Reviews documents pertaining to applicant's work history, criminal history, and personal and professional references;
• Meets with and interviews applicants to obtain information relevant to the background investigation;
• Contacts various agencies, creditors, former employers and others to seek and verify information (involving occasional travel);
• Reviews completed background interview forms, check for completeness, accuracy, inconsistencies, errors, omissions, and falsifications;
Knowledge, Skills and Abilities: Working knowledge of principles of law enforcement investigation methods and procedures; of effective interviewing and interrogation techniques; of relevant federal, state and local laws, codes, and ordinances related to the legal requirements of investigations and hiring practices of applicants; evaluate suitability of an applicant and prepare sound recommendations; to work independently; to read, comprehend and interpret complex written materials; to exercise diplomacy when dealing with people in sensitive situations; ability to keep sensitive matters confidential; to communicate effectively orally and in writing; considerable knowledge of and familiarity with personal computers and the ability to learn and effectively use a variety of software packages; ability to keep accurate records; good decision-making skills; ability to tolerate high levels of stress; excellent skill in observation; ability to learn related law enforcement and legal terminology; ability to learn and develop proficiency on the jail management system. Must have ability to complete special training as required by State Department of Criminal Justice Services, including use of firearms and first aid.
Education, Experience and Training:
Education: Graduation from high school (or equivalent);
Experience: Must be at least twenty (20) years of age; and must have experience in computer use including Microsoft Office and Outlook;
Training: Must complete special training as required by State Department of Criminal Justice Service, including use of firearms and first aid, within twelve (12) months of hire date;
OR: Any equivalent combination of education, experience, and training which provides the required knowledge, skills and abilities.

Step Pay Plan: The Pamunkey Regional Jail (PRJ) maintains a step play plan for sworn positions which provides internal parity by establishing a common set of salary ranges for each rank. Entry level rates, maximum rates and the systematic method for employees to move within the salary range are uniform and applied consistently for all employees governed by the plan. There are 10 pay grades each with a defined entry rate and maximum rate, and each pay grade has 25 steps. Usually new sworn employees start at Step 1, although accommodations can be made for currently certified sworn officers wishing to transition to PRJ. Typical advancement occurs annually in July based on established HR policies.
