BASIC FUNCTION:
Under the direction of the Principal of the Adult School, develops, maintains, and builds systems to maintain and expand Career Technical Education programs in compliance with accreditation mandates, regulations, and guidelines.
DISTINGUISHING CHARACTERISTICS:
The position of Career Technical Education (CTE) Program Manager is a classified management position. The Program Specialist is certificated and works closely with teachers and counselors on program curriculum. The position of CTE Program Manager works with the Program Specialist, teachers, and counselors but not on curriculum or evaluation.
EXAMPLES OF DUTIES
Establishes policies and procedures in compliance with accreditation agencies standards for effective and efficient operations of the post-secondary division, pertaining to student recruitment, financial aid, admissions, student services and records, and quality program offerings.
Serves as a liaison for the College and Career Pathways program to provide staff support, increase enrollment opportunities and share information on program offerings.
Develops and maintains federal, state, and local funding resources and manages grants.
Monitors grant compliance, budget, and data collection for the CTE program.
Ensures the alignment of instructional programs with current labor market needs and industry certification standards leading towards job placement of graduates.
Develops, maintains, and builds business partnerships to ensure CTE program advisory committees are established and maintained.
Works independently, researches, evaluates, and recommends actions associated with expanding the CTE programs, funding, student enrollment, job development, and placements.
Facilitates the implementation of instructional program changes based on business advisory recommendations, labor market demand, and industry certification standards.
Coordinates all job/career fair events at Adult School in conjunction with the high school to provide employment and educational opportunities for students.
Coordinates completion of the affirmation application process and assists with audits through the Department of Veteran Affairs.
Coordinates the planning, organization, development, and monitoring of specially funded programs to ensure compliance with state and federal Workforce Investment Opportunity Act (WIOA) programs, California Adult Education Programs (CAEP), Cal Works and AJCC/EDD contracts.
Collaborates with regional Adult School Consortium for adult education grant regional plan implementations, CTE work group meetings and events.
Compiles, maintains, and prepares a variety of reports to local, state, federal, work source, and accrediting agencies; maintains and oversees the maintenance of records such as enrollment records, job placement, certificates and diplomas, attendance, and absence reports.
Serves as a liaison to District and community college personnel to initiate and strengthen articulation agreements.
Establishes and maintains a comprehensive and customer-oriented financial aid delivery system including outreach, application process, database, and program management.
Collects, reviews, and provides all required supporting documentation required by WASC and other programmatic accreditation agencies.
Attends orientations, in-service training, educational programs, community meetings, conferences, and workshops in order to keep abreast of all federal, state, and government regulations related to local, state, and federal funding resources, post-secondary training requirements, Adult Education trends.
Organizes, coordinates, and conducts a variety of meetings and workshops to provide support and assistance to the Adult Education Program.
Develops, maintains, and directs ongoing communication and networking with employers, in order to assure that students will be successfully employed after graduation.
Performs related duties as assigned.
MINIMUM QUALIFICATIONS
Any combination of experience, education, and training that would likely provide the required knowledge and abilities is qualifying. A typical combination would be the following:
Education:
A Bachelor’s Degree in Business Administration, Public Administration, Accounting, Law, Education or other closely related field.
Experience:
Three (3) years of work experience in post-secondary education that involves career technical education, legal compliance, policy development and compliance, audit, project management, job placement and development, and/or financial aid programs.
And
Five (5) years of work experience as an electrical, HVAC, or mechanical technician with up-to-date knowledge of industry tools, supplies, and labor market information.
Equivalencies:
College level coursework may be substituted for experience on a year-for-year basis.
Language Requirements:
The ability to read, write, and speak fluent Spanish is required.
Licenses and Certifications:
Must possess a valid California Driver's license and maintain insurability per District requirements and have a car available for daily use.
Must possess Career Technical Education and/or Vocational certifications.

SCREENING PROCESS
2 - Applications will be screened to select the most qualified candidates.
The screening process for this position, which may be subject to modification, will include some form of a(n): application screening, initial qualifications screening, documentation/certification screening, and supplemental application screening. The stated qualifications for the position represent only the minimum requirements and do not guarantee qualification for examination or placement on an eligibility list.
EXAMINATION PROCESS
3 - The examination plan will consist of:
a. Training and Experience Questionnaire (pass/fail) - June 19 to June 21, 2024
b. Oral Exam (100% of final score ) - July 10, 2024
c. Bilingual Spanish Exam (pass/fail) - July 17, 2024
d. Biliterate Spanish Exam (pass/fail) - July 22, 2024

The examination may consist of any combination of a(n): training and experience (T&E) evaluation, written knowledge test, structured panel interview, situational judgement interview, or other type of exam of fitness for duty. All parts of the examination process are job related. A passing score must be attained on each portion of the exam to advance to the next stage and ultimate placement on an eligibility list.

EXAM PROTESTS
Protest of any part of the exam process must be in writing and submitted to the Personnel Director no later than five (5) working days from the date you participated in the exam. Any protest must include rationale to support the protest and shall include supporting documentation or references. Protests must be based on illegal discrimination, abuse of discretion, or procedure/process error. Protests should NOT be based on receiving unexpected results. We cannot be responsible for lost mail, misdirected mail, or failure of mail to be delivered after it has been entrusted to the U.S. Postal Service.
ESTABLISHMENT OF ELIGIBILITY
Candidates who are successful in all screening and testing stages will be placed on an eligibility list. Typically, an eligibility list for a classification expires after one (1) year. Candidates on the expired eligibility list are no longer considered for positions within the class. Eligibility lists may be extended beyond one year or expire sooner than one year. Eligibility lists may be merged, in which case candidate ranks may change.
SELECTION PROCESS
Candidates on the eligibility list will be called in rank order to participate in final selection interviews with the hiring manager until three ranks of candidates have accepted the invitation to interview. Ranks may include ties so more than three candidates may be called to interview for one vacancy. Please note that candidates will be removed from the eligibility list for declining the invitation to interview more than three (3) times.
OFFERS OF EMPLOYMENT
Official offers of employment are ONLY made by the Bassett Unified School District Personnel Commission office. Offers are subject to satisfactory completion of ALL the pre-employment processing including: successful completion of a drug test, tuberculosis examination, fingerprint clearance by the California Department of Justice, and proof of eligibility to work in the United States.
ADVANCED STEP PLACEMENT
All new regular classified employees shall be paid in accordance with the salary range established for the class to which assigned. Initial placement will normally be the first step of the salary range. However, a new employee may receive advanced step placement with an approval from the Personnel Commission. Requests for advanced step must be submitted in writing to the Personnel Commission office before the employee's first day of work.
Approval will be based on the following criteria:
a. Additional qualifying experience beyond that required for entry into the class.
b. Additional education at the college level when related to the position, beyond the established educational requirements for entry into the class.
c. Evidence of currently receiving a salary greater than the first step of the salary for the classification.
