Description
The Maryland-National Capital Park and Planning Commission (M-NCPPC), a six-time National Recreation and Parks Association Gold Medal Award Winner is seeking a Principal GIS Specialist as part of the Park Planning and Environmental Stewardship Division (PPES) in the Prince George's County Department of Parks and Recreation. As an integral part of Park Planning and Environmental Stewardship, the Principal GIS Specialist is a critical and strategic position that serves as performs as an expert and project leader in the development, implementation, and maintenance of the geographic information systems (GIS), research, and data analysis functions of the Division.
The Park Planning and Environmental Stewardship Division (PPES) is responsible for the planning, design, and conservation of the park system in Prince George’s County. PPES supports implementation the Department's significant Capital improvement Program through land acquisitions, park planning, design, and construction of parks and recreation facilities throughout the County. The team also partners with the other divisions in the Department to support environmental education, as well as park and recreation facility development by researching user data and evaluating metrics.
Under limited direction, performs as a project leader and expert in the design, development, testing, installation, and maintenance of geographic information system (GIS) applications, which includes map development, database administration, data production and data management, software development and technical assistance and end-user support. Applies expert knowledge of GIS data quality assurance (QA) and quality control (QC). Interacts with people inside and outside the organization to exchange information, coordinate, instruct, guide, advise and obtain agreement or compliance or achieve otherdesired actions. In addition, the incumbent will lead data collection, 2 organization, and communication of key findings using tools including (GIS) mapping, data dashboards, Power Point presentations, and memos. Performs other duties, as assigned.
Examples of Important Duties
Project Management/Team Leadership
Leads and manages projects and project team staffing such work as map development, designing, developing, testing, installing, maintaining, enhancing, or customizing geospatial databases and applications. Specifies tasks and coordinates the work of the project team. Coordinates and ensures quality assurance and quality control of deliverables(for contract and in-housework).
Data Production and Management
Leads in the creation of data presentation tools including geographic map layers and maps based on internal and external requirements. Administers and evaluates ongoing GIS maintenance work programs(i.e. parcel, zoning, and address). Acquires, manages, and presents data and leads coordination of datasets to guide business decisions. Leads the maintenance of enterprise spatial databases. Ensures the production and extraction of data and coordination of data purchases. Coordinates the distribution and exchange of digital data with customers (i.e. government agencies, educational institutions, businesses, and citizens}.
Mapping Assistance/End-User Support
Leads and provides high level technical assistance and support to staff and end- users regarding information systems. Ensures spatial documents are provided in static and printed, providing mapping support, as well as web based analytical mapping products that support regulatory and planning workflows. Coordinates and provides formal system application training to staff and endusers.
Minimum Qualifications
- Bachelor’s Degree in Geography, Remote Sensing, Computer Science, Information Technology, Photogrammetry, Cartography, Surveying or any related field.
- Four (4) years of experience in GIS that includes geospatial data query and manipulation, map production, data mining and data quality assurance and quality control; programming and application development involving spatial or non-spatial data.
- An equivalent combination of education and experience may be substituted, which together total eight (8) years.
- Depending on area of assignment, a valid driver’s license in accordance with both State and Commission rules and regulations. Driver’s license must be unencumbered by restrictions, revocations, suspensions, or points that could limit the employee’s ability to drive Commission vehicles or perform driving duties required by the position of assignmen
