JOB TITLE: Logistic Manager with HHS experience
SUMMARY:
ICS will be providing integrated support services to the DISA Enterprise Logistics Division (MP3) in support of the Agency’s mission. Our purpose is to establish and provide support to their daily operations which will include functional, technical, and management support for MP3’s four (4) branches:
Warehouse Management Branch: Responsible for receiving, storing, and distributing equipment annually. Distributes supplies, program and administrative property, lifecycle replacement, and asset disposition, mail management operations
Property Management Branch: Provides asset management oversight, accountability and establishes and implements core competencies for standardized operations, personnel, and training throughout the HHS nterprise.
Policy & Compliance Branch: Develops and enforces property management compliance to enhance logistical readiness and asset management annual reconciliation rate throughout the Agency. It increases awareness of external and internal regulations, instructions, and provide management tools to standardize processes and assess operations.
Industrial Property Management Branch: Ensures effective equipment and effective property accountability and management policies, systems, and staff to ensure business processes are developed and implemented.
ESSENTIAL DUTIES AND RESPONSIBILITIES:

Have a working knowledge of supply/logistics.
Initiate and close out the monthly cyclic inventory as well as the annual inventory in DPAS upon completion of the inventory by the Property Custodian (PC).
Responsible for the processing of inventory reconciliations.
Prepare inventory reports and maintain inventory records of work accomplishments and administrative information weekly and coordinate the preparation, presentation, and communication of work-related information to Chief Property Management Section.
Assist Accountable Property Officer in building an accurate and complete supporting document File IAW with DISA instructions in order to maintain an accurate DPAS history file.
Attend and participate in annual mandatory training with all Property Custodians assigned to DISA.
Develop procedures to ensure proper protection, security, and provide technical direction of all property assigned to DISA.
Responsible for electronic sharing of all procurement documents, DPAS Reports, and clerical duties as assigned.
Build new stock numbers for property received not already cataloged; Research all property requiring DPAS input prior to building a new stock number ensuring stock number does not already exist.
Review and update item descriptions with similar stock number unique to that asset; Catalog management will be conducted in accordance with DoD policy, procedures, and directives.
Provide technical and functional activities for assisting with data collection, usage, and analysis.
Perform independent risk assessment and verification of contractor systems in accordance with established policy and procedural guidance (such as DCMA Guidebook for Government Property Administration, March 2020 or as amended).
Independently plan, conduct, and report the results of Property Management System Analyses (PMSA) to the COR.
Review contractor policy and procedures, evaluate 10 outcome areas and document the results including contractor systems best practices or inefficiencies, identify recommended areas for improvement, and report findings to the Government official(s).
Analyze work processes and procedures quarterly, identify any critical gaps and recommend continuous improvement changes and/or innovative technical advancements in auditing tools and techniques to enhance the effectiveness and efficiency of the industrial property management processes and procedures.
Provide support for policy development and enhancement for industrial property program at least quarterly.
Assist in the implementation of new local industrial property management processes and procedures.
Assist in preparation of contractor held property reports and maintain status of records throughout the industrial property process at least weekly.
Coordinate the preparation, presentation, and communication of work-related information to DISA stakeholders and leadership.

QUALIFICATIONS:
The requirements identified below are representative of the knowledge, skills and/or abilities required to satisfactorily meet the expectations of this job:
Knowledge of FAR 52.245-1 Government Property, FAR 45 Government Property Administration, Procurement OSD, DFAR Government Property clauses and initiaties, Financial Improvement and Audit Readiness (FIAR) guidance, DoD 5000.64, and general property management principles associated with contractor held property.
Trained in DISA specific processes.
Knowledge of and Trained in Defense Property Accountability System (DPAS) or equivalent supply system.
Forklift Operator certified.
OSHA Safety trained.
Trained in Standardized Incident Reporting.
Knowledge of principles and processes for providing customer and personal services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
Knowledge of relevant equipment, policies, procedures, and strategies to promote effective local, state, or national security operations for the protection of people, data, property, and institutions.

Must be able to work under stressful conditions and be physically able to demonstrate the training/support tasks to standard.
Must have the appropriate qualifications, certification, and/or license under the requirements for the task area being performed under this contract prior to commencement of work.
EDUCATION and/or EXPERIENCE:
A minimum of three (3) years of relative experience working in a Federal warehouse.
LANGUAGE SKILLS:
Must be able to speak, read, write, and understand English. Ability to read, comprehend and explain instructions, letters, memos, emails, and correspondence from inside the organization as well as from external sources. Ability to effectively respond, communicate and present information to senior management, contracting officials, clients, and other employees in the organization.
REASONING ABILITY:
Ability to organize work, define and solve problems, establish, and manage priorities, collect data, establish facts, and draw valid conclusions based on facts. Project Manager participates in prioritization of work and decision-making on allocation of resources. The incumbent must be able to analyze a situation analytically, evaluate the facts/data and formulate a plan of action.
