Description
This uniformed emergency position is a command level position with an emphasis on responsibilities involving overall department operational functions, activities, and programs.
Work involves supervision of all EMS and suppression functions, emergency response planning, operational budget development, and monitoring, training, coordination of apparatus maintenance and repairs, hazardous materials coordination, personnel administration, and special projects as assigned. Work also involves responsibilities, which include attendance and representation at meetings and functions on behalf of the department and the city.
An employee in this position is under the direct supervision of the fire chief.
Examples Of Duties
The functions listed below are those that represent the majority of the time spent working in this job/class.
Management may assign additional functions related to the type of work of the job/class as necessary.
Advises and communicates with the fire chief on a frequent basis regarding department operations.
Responds to and assumes command at emergency incidents, as appropriate.
Provides direction to the operational battalion chiefs, training program manager, and EMS program manager to ensure consistent functioning of operational responsibilities.
Assists the fire chief in the preparation and justification of the operations budget.
Attends Fairfax VFD membership meetings, professional association meetings, committee meetings, and other professional meetings both on and off duty as needed.
Oversees the consistent application of city ordinances, administrative regulations, department operating procedures, general orders and related documents.
Coordinates risk analysis in hazardous materials response planning.
Provides oversight of the department’s health and wellness programs.
Coordinates and participates in the development and administration of promotional processes.
Delegates and oversees the training functions for the department.
Develops contractual agreements with outside agencies for equipment and apparatus repair and loan, solid waste removal, mutual aid, automatic aid, and employee assistance program.
Serves as a member of the equipment selection committee.
May serve on the local emergency planning committee.
May serve as a deputy emergency coordinator, assisting the emergency coordinator in planning for and responding to local emergencies and assisting with management of the emergency operations center.
Maintains liaison with city agencies, the Fairfax Volunteer Fire Department, Metropolitan Washington Council of Governments, Northern Virginia Regional Fire Departments, and other jurisdictions.
May serve as acting chief of the department in the absence of the fire chief.
May work additional hours to exceed a 40-hour work week as required (FLSA exempt).
Establishes short and long-term goals and objectives for the operations division.
Assigns duties and tasks through subordinate officers.
Manages the operations cost center budget and exercises purchasing and budgetary control with the fire chief’s approval.
Attends department, city, and regional meetings to network and ensure relationships and coordination.
Ensures, in cooperation with Fairfax Volunteer Fire Department (FVFD) Chief and BOD, that members of the FVFD are adequately recruited, trained, promoted, and integrated in the fire department.
Prepares and conducts performance evaluations of direct reports.
Reviews the annual evaluations of all career operational employees.
Oversees operations division to ensure responders (fire and EMS) are trained and prepared to respond.
Assist the fire chief with the preparation of the department’s operations cost center budget with input from subordinates and program managers.
Develop policy and procedures for operations.
Performs related work as assigned.

Qualifications
Requires a Bachelor’s Degree.
The chief of the department may consider applicants from outside the department or city work force and will determine their eligibility based on a review of their job-related training and experience.
Requires ten years progressively responsible experience in fire department operations or closely related experience.
Any equivalent combination of education, training, and/or experience which provides the following necessary knowledge, skills, and abilities.
Necessary Knowledge, Skills, and Abilities:
Thorough knowledge of modern firefighting practices, emergency medical service delivery, and fire prevention techniques, methods, and practices.
Thorough knowledge of the requirements needed for the operation and maintenance of fire and rescue equipment, apparatus, and tools.
Thorough knowledge of current City of Fairfax Fire Department policies and procedures, City Code, administrative regulations, and the rules and regulations of the City of Fairfax Fire Department and the Fairfax Volunteer Fire Department.
Ability to maintain a high degree of objectivity when confronted with adversity.
Ability to plan, organize, direct, and control multi-company operations in a career/volunteer and multi-jurisdictional system.
Ability to develop and execute contractual agreements with outside agencies.
Ability to deal effectively and tactfully with the public.
Ability to lead, maintain discipline, cooperate, and exercise good judgment.

Special Certifications and Licenses:
Two years of experience as a command certified officer with the City of Fairfax Fire Department or equivalent with a combination career/volunteer, municipal fire and rescue organization with an activity level that is at least comparable to that of the City of Fairfax Fire Department.
Completion of the command level officer task book. if an applicant is hired from outside the department, they shall complete an orientation program as required by the fire chief based upon their experience.
Possess or obtain Virginia Department of Fire Programs Firefighter II or equivalent Pro-board/IFSAC certification with Virginia reciprocity.
Possess or obtain and maintain certification by the Commonwealth of Virginia as an Emergency Medical Technician – Basic.
Possess or obtain Virginia Department of Fire Programs Hazardous Material Operations or equivalent Pro-board/IFSAC certification with Virginia reciprocity.
Possess or obtain Virginia Emergency Vehicles Operators certification.
Education, training, and experience equivalent to the NFPA Fire Officer III certification.
Education, training, and experience equivalent to NFPA Instructor II certification.
Must possess and maintain a valid vehicle operator’s license and a good driving record.
Must sign and adhere to a “no tobacco use” contract as a condition of employment and continued employment.
Must possess NIMS 100, 200, 300, 400, 700, 701(a), 701(b), 701(c), 701(d) and 800.
Possess or obtain Incident Safety Officer certification.
Recommended Executive Fire Officer program completion from the National Fire Academy.
Recommended Chief Fire Officer designation from the the Center for Public Safety Excellence.
Recommend experience in the fire service accreditation process and as a peer assessor.
Successful completion of any required firefighting and/or EMS training as established by the Chief of the Department or their designee in the prescribed time frame.
Shall not be on the Office of Inspector General (OIG) Exclusion List.
