The LACDA also administers federal and local funds to support low and moderate-income homeownership, single and multi-family home rehabilitation and sound mitigation, and various community and economic development projects and initiatives. The agency works with multiple Los Angeles County departments and other cities in Los Angeles County in ongoing coordination across a wide range of development initiatives. POSITION OVERVIEW
The Housing Policy and Planning Team, within LACDA’s Housing Strategies Unit (HSU) of the Housing Investment and Finance (HIF) Division, is a dynamic team working at the forefront of County initiatives to develop intervention strategies that preserve existing affordable housing, support the creation of new affordable units using housing incentives, prevent displacement of low-income tenants, and develop tools to map and track market trends leading to gentrification and the subsequent loss of naturally occurring affordable housing.
The HSU is seeking a Housing Planner to act as the key planning staff for the Division’s programs, policies, and procedures involving land use approvals and affordable housing preservation and set aside requirements pursuant to density bonus, inclusionary housing, interim and supportive housing, and preservation ordinances monitored by the LACDA. Additionally, the Housing Planner will assist with affordable housing policy analysis, and the management of ongoing and new affordable housing preservation and new construction initiatives.
Any combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Experience, as outlined below, may be substituted for required education on a year-for-year basis.
OPTION I:
- A Bachelor’s degree in Urban Planning, Real Estate Development, or a related field.
- Two (2) years of progressively responsible professional experience in residential land use planning, affordable housing development, and/or multi-family or single-family real estate development.
OPTION II:
- A Master’s degree in Urban Planning, Real Estate Development, or a related field.
- One (1) year of progressively responsible professional experience in residential land use planning, affordable housing development, and/or single family or multi-family real estate development.
DESIRABLE QUALIFICATIONS
Desirable Qualifications are used to identify relevant knowledge, skills, and abilities as determined by business necessity. These criteria are considered desirable qualifications and are not intended to serve as minimum requirements for the position. Applicants who possess these qualifications will not automatically be selected.
- Experience in land use planning, including but not limited to projects entitled under: The Density Bonus Ordinance, the Inclusionary Housing Ordinance, and other types of affordable housing set-asides.
- Experience in multifamily or single-family real estate development, construction, and/or financing for projects with affordable housing components.
- Experience in analyzing, interpreting, and implementing local and state laws.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of:
- Government funding regulations: federal, state and local laws, codes and other regulations related to affordable housing programs.
- Los Angeles County’s Density Bonus and Inclusionary Housing Programs.
- Current best practices related to residential zoning and permitting.
Skill in:
- Preparing comprehensive reports, briefing papers and correspondence.
- Analyzing situations, identifying problems, and recommending solutions.
- Exercising sound judgement and creativity in making decisions.
- Communicating effectively orally and in writing, including the preparation of reports, briefing papers, and correspondence.
- Interacting professionally with various levels of employees and outside representatives.
- Presenting ideas and complex material clearly, concisely, logically, and persuasively both in writing and orally.
- Planning, prioritizing and managing time to effectively and consistently meet project deadlines.
- Conducting research and analysis on housing policies.
- High level of proficiency using Microsoft Office Suite.
- Strong written and oral communication skills and experience
- Organization, coordination, problem solving, and time management, including the planning and managing of multiple projects with time sensitive deadlines.
Ability to:
- Gather, analyze, and apply information skillfully with a high level of accuracy.
- Research, evaluate and interpret large quantitative and qualitative data sets to discern trends related to the construction and preservation of affordable housing.
- Work effectively and collaboratively with internal and external stakeholders to gain cooperation and accomplish work goals.
- Handle situations requiring difficult interactions with the goal of reaching a resolution effectively.
- Applying project management skills to manage complex affordable housing initiatives from concept to completion.
- Manage multiple competing projects and initiatives.
- Utilize MS Office, ARC GIS or related software to create visually appealing communications materials, including presentations.

Salary Compensation
Salary compensation is dependent on qualifications (experience, education, knowledge, skills, and abilities). Initial salary placement is generally made between the start and mid-point of the posted range. New hires are not eligible to start at the maximum of the posted range.
Conditions of Employment
Candidates selected from the process will receive a conditional offer of employment contingent upon successful completion of satisfactory reference checks, a post-offer medical examination, and criminal background check. Background check information will be considered in determining the applicant's suitability for the position.
Candidates must possess a valid California Class C Driver's License, an acceptable driving record, and must comply with the LACDA's Motor Vehicle Safety Policy during employment.
