Job Abstract

The Program Access Supervisor manages the administration of the department's program access services for individuals with disabilities. This position oversees and conducts assessments of participants’ needs and abilities and provides or arranges for the provision of support services to facilitate participation in an inclusive recreation program setting. This position is responsible for complex work in needs analysis, program access services, accessibility (Americans with Disabilities Act), administration, supervision, collaboration, and coordination with recreation program participants, family members, caregivers, and staff.

• Designs, implements, and evaluates program access and inclusion services, including ongoing support to program participants, families, and staff.
• Coordinates program and event modifications. Examples include hiring support staff, providing accessible equipment, contracting sign language interpreters, offering large print and braille needs or assistive listening devices, and writing and coordinating behavior management plans.
• Hires, supervises, and evaluates support services staff, contractors, and volunteers.
• Manages program access budget, including annual budget preparation, maintains accurate records, and manages expenses within the approved budget. Obtains bids and price quotes, initiates purchase requisitions, prepares contracts and check requests, and prepares short and long-term fiscal projections.
• Develops support staff training, writes staff policy and procedure manuals, and assists with seasonal staff training, such as summer camp and after-school staff training. Maintains records of all training and staff participation.
• Maintains records of modification requests, registration records, monthly and annual program access reports, program site visits and evaluations, and program participants' information, such as confidential health records, assessments, and disability documentation. By city policy, records such as charge card receipts, personnel information, staff timecards, and supply and equipment inventory lists are maintained.
• Develop and implement marketing strategies and plans to ensure individuals, caregivers, and families are aware of the services offered through the program access office. Maintain records of individuals and groups interested in disability programs and services.
• Acts as a liaison and resource to all department staff to ensure that city facilities, programs, and events provide equal access to individuals with disabilities and that requests for modifications, welcome language, and policies and procedures are handled uniformly across recreation and parks divisions and cost centers.
• Works closely with the City’s ADA Coordinator to investigate and respond to issues of non-compliance or discrimination in recreation programs regarding the ADA. Respond to individual, parent, or caregiver complaints verbally or in writing.
• Attends training and research new services, methods, equipment, and best practices in providing support services to individuals with disabilities in an inclusive recreation program setting.
• Serves as chair of the department-wide access team to ensure that city facilities and programs consistently provide equal access to individuals with disabilities.
• Required to work at city-wide events, including Memorial Day weekend.
• Performs other duties as required.

Education and Experience:
Bachelor’s degree in Therapeutic Recreation, Recreation Management, or a related field (i.e., special education, occupational therapy) with at least five (5) years of progressively responsible experience, including a minimum of two (2) years experience at the supervisory level.
Preferred Qualifications:
Possess or can become a Certified Therapeutic Recreation Specialist (CTRS)
Special Qualifications:
Possess or can obtain CPR, First Aid, and AED certifications.
Must possess a valid driver’s license and qualify to drive a city vehicle to locations throughout the City of Rockville.

• Extensive knowledge of Therapeutic Recreation, Adaptive Recreation, or related field.
• Extensive knowledge of disabilities and disability characteristics.
• Considerable knowledge of the Americans with Disabilities Act and legislation and regulations affecting individuals with disabilities.
• Experience supervising, mentoring, and evaluating staff, contractors, and volunteers.
• Ability to communicate effectively and professionally in writing, electronically, and verbally with internal and external customers, partners, and community members.
• Strong understanding of and competency in fiscal management.
• Consistent track record using assessments, evaluations, and other data collection methods.
• Proven ability to interact with people of all backgrounds and think collaboratively with various members of the organization.

• Coordinate and prioritize multiple projects and activities using effective time management, problem-solving skills, organization, and logic.
• Ability to work independently when responding to day-to-day job functions.

• Proficient in MS Office, registration software, email, databases, preparing presentations, and performing internet research.
