The Opportunity
As a Lead Solutions Architect, you will lead the proposal and delivery of Digital work for HUD and other federal and state agencies, with a focus on IT system and data product solutions that inform program evaluation, implementation, and agency operations. In this role, you will act as a capture and proposal lead, working collaboratively with Abt’s go-to-market teams. In addition, you will act as a delivery team lead, using your knowledge of federal and state Housing programs and IT systems to design, develop, and deliver solutions and teams with a high level of quality, resiliency, and timeliness.
Core Responsibilities
Develops and maintains strong relationships with key agency and partner staff. Supports conversations and demonstrations introducing cloud-based data, data analytics, and data science, including AI, solutions to the customer.
Serves as an expert and mentor in the intersection of Digital and public sector Housing programs, including relevant program, policy, data, and platforms topics. Maintains deep knowledge of these programs, data systems, and contractor ecosystems.
Works collaboratively with Abt’s Housing go-to-market team to lead capture and proposal efforts, focusing on high-priority, strategic engagements.
Leads and manages the design, development, and delivery of IT systems and data products for public sector Housing projects and programs, managing across the dimensions of people, process, technology, and partners.
Executes using modern frameworks for delivery of Digital work, like Agile, DevSecOps, and MLOps.
Works collaboratively across the Abt organization to act as a change leader. For example, supports the creation of reusable digital assets for data science work at HUD.
Develops and maintains working relationships with key partner organizations, including digital services firms, cloud service providers, and systems integrators for expansion of pipeline and generation of differentiated win themes.
Travel (up to 15%) to provide training, consulting, and implementation for Abt projects.
What We Value
Level 4: Bachelor’s Degree + 9 years of relevant experience, or Master’s Degree + 7 years of relevant experience, or PhD + 4 years of relevant experience.
Level 5: Bachelor’s Degree +12 years of relevant experience, or Master’s Degree + 10 years of relevant experience, or PhD + 8 years of relevant experience.
Demonstrated delivery experience for HUD and related agencies at a consistently high level of quality.
Experience working with and knowledge of Housing program, policy, and data, as well as relevant data systems like the Homeless Management Information System (HMIS) and the State of California’s Homeless Data Integration System (HDIS).
Working knowledge of cloud architecture, common tech stacks, the Project Management Book of Knowledge (PMBOK), and the Data Management Book of Knowledge (DMBOK). AWS cloud and Project Management Professional (PMP) certifications preferred.
Excellent networking and facilitation skills and ability communicate complex concepts to a variety of audiences and expertise levels.
Ability to listen, understand, and be responsive to client needs and priorities.
Strong analytical and problem-solving skills. Able to think creatively and approach challenges in new or different ways. Able to translate business requirements into technical requirements.
Strong communication skills, particularly in translating perceived needs into technical requirements.

This position offers an anticipated annual base salary range of approximately $105,000 to $175,000 and may vary by ten percent depending on candidate geographic location. Salary offers are made based on internal equity and market analysis.
