Job Description / Essential Elements:Print
DEFINITION:
Under the direction of the Superintendent or other assigned administrator, plan, organize, control and direct the facilities, maintenance, and operations, school building projects of the school district; manage the grounds, custodial, skilled maintenance, and other department functions; implement various construction planning and development activities; monitor budgets and assure efficient and cost-effective operations; enforce compliance with regulations; supervise and evaluate the performance of assigned personnel.
EXAMPLES OF DUTIES:
Plan, organize, control and direct District wide facilities, maintenance, operations, and school building projects;
establish standards for proper cleanliness, safety, building maintenance/repair;
confer with and direct supervisory and lead personnel regarding methods and procedures of work, supply and equipment requirements and operational problems and conflicts;
assist with and solve existing problems and determine future requirements of personnel and materials;
confer with school officials regarding departmental issues;
prepare and administer the departmental budget; monitor and control expenditures in accordance with established fiscal policies;
administer other funding allocations for special projects;
communicate with District, site administrators, personnel, regulatory agencies, architects, engineers, inspectors, contractors, vendors and others concerning facilities maintenance, operations services and construction projects;
fields parent, staff, or community-originated inquires/complaints made via phone call, in person, or in writing as District Liaison and representative as it relates to facilities, maintenance;
reports to Superintendent/designee on regular basis regarding how matters are resolved and/or what is pending;
supervise and evaluate the performance of assigned personnel;
schedule, assign and inspect work;
analyze staffing requirements and make recommendations;
schedule and arrange training as needed;
analyze, modify and modernize work methods and procedures to increase efficiency and cost-effectiveness;
develop and implement short and long-range plans and programs related to facilities maintenance;
research, compile, analyze and interpret technical data related to large-scale maintenance, operations and construction projects;
estimate costs for labor and materials;
prepare bid specifications;
assure compliance with a variety of health and safety regulations related to equipment operation, toxic waste and asbestos management;
monitor an on-going safety program.
analyze project plans and make recommendations concerning work to be performed by outside firms;
research, select and approve the purchasing of equipment and supplies within established limitations;
attend, chair and conduct a variety of technical meetings and conferences related to assigned functions.
prepares and presents governing board agenda items and materials relating to maintenance, operations facilities and transportation departments;
assure the preparation and maintenance of required records, reports, files and lists as appropriate; assure compliance with local, State and federal laws, rules and regulations as required;
review construction plans, specifications and estimates and analyzes their application and conformance with legal, environmental and engineering standards including ADA, OSHA and related regulations specific to school construction project;
serve as the District's representative to promote District activities and objectives and serve as a liaison between the District and on-site construction managers and architects, as well as, local community organizations and regulatory entities on issues related to school construction activities;
conduct onsite and field inspections to monitor compliance with building and safety codes, OSHA, ADA, environmental and other regulations;
present and explain proposals, reports, and findings to District personnel, community representatives and other interested parties;
serve as the District's Environmental Review Officer;
ensure compliance with the national Environmental Protection Act, California Environmental Quality Act, and other federal, state, county and local acts governing new construction or modernization of District facilities;
write, monitor and negotiate change orders; approve requests for progress payments from contractors and architects;
assure timely completion of all projects;
and other job related duties as assigned.

Ability To:
Plan, organize, control and direct the facilities, maintenance, operations, and school building projects of the school district.
Manage the grounds, custodial, skilled maintenance, automotive shop, transportation, security and other functions.
Supervise the performance of assigned personnel.
Lay out, schedule, direct and control a diversified facilities, maintenance, and operations.
Develop and enforce work standards.
Communicate effectively both orally and in writing. Interpret, apply and explain rules, regulations, policies and procedures.
Be flexible to perform work within changing priorities and possess sufficient interpersonal skill to work harmoniously with staff, students, administrators, parents and others.
Operate a computer and assigned office equipment.
Analyze situations accurately and adopt an effective course of action.

Work independently with little direction.
Prepare comprehensive narrative and statistical reports.
Review and analyze engineering plans and designs for complex school construction projects. Read and interpret architectural blueprints.
Proactively anticipate construction issues and advise the District on construction and regulatory aspects of the project delivery process.
Review and analyze project budgets and cost estimates.
Manage the project delivery process including managing multiple construction projects.
Effectively represent the District in contacts with government agencies, community groups, various business, professional and regulatory organizations and with property owners, developers, contractors and the public.
QUALIFICATIONS:
Any combination of formal and informal training, experience and education which demonstrates an ability to perform the duties of the position.
A typical qualifying entrance background is at least three years of increasingly responsible management experience in a school district in facilities, maintenance and operations, or related field, with experience in labor/employee relations being a must.
LICENSES AND OTHER REQUIREMENTS:
Valid California Class C driver's license and a safe driving record. Incumbent will be involved in field work which requires travel in personal vehicle to various sites. Proof of High School Diploma/GED.
