Job Description
Serves as primary technical contact for the LaHIPP program and assist in triaging issues that need to be escalated to other departments.
Acts as lead working with the LaHIPP program contractor in identifying, diagnosing, researching, troubleshooting, and resolving database issues for the LaHIPP Data Warehouse (LDW).
Leads the reporting efforts on Key Performance Indicators and provides projections of LaHIPP premiums to the LDH Fiscal department.
Serves as the primary contact for all reporting related to Transformed Medicaid Statistical Information System (T-MSIS).
Assists the LaHIPP program contractor system administrators with LaHIPP file and database issues and other program related projects.
Monitors all necessary processes of the LaHIPP nightly eligibility file (LaMEDS Input file) sent to the LaHIPP program contractor.
Monitors the process of LaHIPP notices sent to the Office of Technology Services (OTS) for printing, and work with the LaHIPP program contractor to review reports and monitor the notice creation and submission process to eliminate duplicate production transfers.
Ensures that the LaHIPP notices are loading properly into the EDMS and automated case notes are made in EDMS as needed. Assists LaHIPP program contractor and OTS with troubleshooting any issues that arise, communicating issues to the responsible parties, and ensures issues are resolved timely.
Verifies the LaHIPP program contractor adheres to the LaHIPP Data Warehouse (LDW) extract file design for existing data elements and tables to be submitted weekly to the State’s FI.
Works with the LaHIPP program contractor to have them provide to the Department a monthly report of downtime errors to include root cause and error resolution.
In conjunction with the LaHIPP program contractor develops and produces ad hoc and production reports, which will include but are not limited to: case activity, enrollment data, renewal, check-write, notice, overpayment, system downtime, managed care overlap, and other metrics as requested by the Department.
Interacts with other TPL staff, state contractors, and other stakeholders on projects and assists with daily technical and conceptual issues.
Monitors the LaHIPP program contractor to ensure the vendor establishes, manages, coordinates, and maintains the LaHIPP database and transaction log backups and recoveries, including disaster recovery.
Provides technical assistance and advice on performance, and testing tasks.
Ensures process compliance with applicable state and federal regulations and the LaHIPP Unit’s policies and procedures.
Monitors the LaHIPP program contractor to ensure the contractor performs routine maintenance, health monitoring, and/or event/error/transaction log reviews.
Monitors the LaHIPP program contractor’s resolution of database performance, capacity, replication, configuration management, and other distributed data issues.
Other tasks as assigned.
QUALIFICATIONS REQUIRED:
Bachelor’s Degree, or Associates degree with 3 years professional experience, or 6 years professional experience in lieu of the degree.
Minimum 1 year professional experience with healthcare insurance.
Excellent analytical skills, effective organizational and time management skills.
Great attention to detail and follow up.
Ability to manage projects, assignments, and competing priorities.
Proficient in the use of Microsoft Office, including but not limited to Outlook, Word, and Excel.
DESIRED:
Advanced degree.
Minimum 2 years of professional experience with healthcare insurance.
Minimum 2 years professional experience with SQL databases, understanding the use of databases and table relationships, and writing queries.
Minimum 2 years of professional experience with defining and reporting on Key Performance Indicators.
Minimum 2 years of professional experience with the Louisiana Health Insurance Premium Payment (LaHIPP) program.
