Proudly serving the Frederick community, Transit provides essential transportation services to the County to connect people to employment, medical services, education, and more. Transit offers public transit, paratransit, and commuter assistance services throughout Frederick County, MD.

POSITION OVERVIEW:

Non-exempt; full-time; 40 hours per week; Monday - Friday; 1:30 p.m.-10:30 p.m.; grant-funded; full-benefits

This position will supervise, monitor, and report on a comprehensive public transit system, including fixed-route, shuttle, and paratransit services. Specific assigned areas include safety, driver training, fleet management, fare collections, dispatch, scheduling, customer service and general operations, including initiating short term corrective actions to maintain delivery of safe, timely and efficient transit service. Direction is given to Transit Dispatchers and Drivers; supervision is received from the Operations Manager and/or Assistant Director.

• Provide daily oversight and instruction to over 50 Transit Drivers operating countywide over hundreds of miles of road network
• Develop work schedules and trip assignments to achieve the most efficient utilization of labor and equipment; assign buses to bus operators and review and approve timesheets and monitor overtime
• Conduct road supervision; monitor performance of routes to maintain on-time service delivery; recommend changes in services, schedules, policies and procedures as needed
• Review Transit compliance with safety, DOT, ADA, Drug & Alcohol testing, and other regulations; recommend changes as needed
• Evaluate weather and other conditions; recommend and implement service alternatives, as needed
• Compile and maintain operational reports, vehicle repair and maintenance reports, etc.
• Assist in the development of operations standard operating procedures
• Assist the Operations Manager with personnel and hiring issues
• Assist in planning and conducting staff meetings
• Order and issue uniforms, equipment, and supplies
• Conduct training, including new driver training, emergency evacuation, passenger assistance, wheelchair securement, route training, defensive driving, etc.; coordinate First Aid, CPR and other trainings for Transit staff
• Conduct driver assessments, bus inspections and spot checks
• Investigate, respond to, and report on vehicle breakdowns, incidents, accidents and emergency situations; review accident/incident reports to recommend preventive measures and training needs, and participate in Safety Committee
• Investigate and resolve operational and customer service issues, including providing direct assistance and information to riders, including in-person and over the phone
• Serve as liaison between Transit and Fleet Services; oversee fleet cleaning and inspection of Transit vehicles; coordinate fleet and equipment repairs
• Serve as liaison between Transit and MARC operations
• Represent the Transit Services Division at local, regional and statewide committees, meetings and events
• In the absence of the Operations Manager, perform duties of that position
• As needed, substitute as Transit Dispatcher and/or Transit Driver
• Perform other related duties as required

• High school graduation or the equivalent
• Minimum 4 years of closely related work experience (e.g. public transit driving, dispatching, etc.)
• Minimum 1 year of work experience supervising or directing the work of others
• Possession of a valid Maryland class A or B Commercial driver's license with passenger endorsement, or an equivalent license from another state – copy of current driving record is required at time of interview
• Current certifications in CPR and First Aid, or ability to become so certified within 6 months after hire

KNOWLEDGE / SKILLS / ABILITIES:

• Ability to maintain County Authorized Driver privileges
• Accurate math and clerical skills, with ability to effectively calculate mileage, travel time, route time schedules, costs, etc.
• Ability to effectively assign, train and follow-up on the work of others
• Ability to learn and effectively apply knowledge of Federal, State and local traffic and safety regulations and laws pertaining to motor vehicle operations
• Ability to learn automated dispatch and scheduling software
• Ability to learn and effectively apply knowledge of communities, roads and public facilities in Frederick County and surrounding area, including the ability to effectively read maps, plan travel routes and provide travel directions to others
• Ability to interpret and implement rules, policies and procedures
• Ability to effectively access and use computer equipment and software, including laptops/tablets to maintain communications between base and vehicles, writing reports, make Wi-Fi checks, entering data, producing absence/overtime or other standard reports, drafting turn-by-turn directions
• Ability to effectively resolve schedule/route changes, service problems and other on-the-spot situations; to effectively organize and manage multiple priorities, and to effectively complete assigned duties in a fast-paced environment with many distractions and minimal supervision
• Strong and effective written and spoken (English) communication skills, including ability to clearly present training materials, to conduct group and individual training sessions, and to utilize 2-way radio communications in accordance with FCC regulations
• Ability to develop and maintain effective working relationships with co-workers and the general public, with special sensitivity to the needs and concerns of older adults and people with disabilities

PREFERENCE MAY BE GIVEN FOR:

• Transit Services work experience

PHYSICAL REQUIREMENTS / WORKING CONDITIONS:

• While working in this position, the employee is required to constantly sit, push up to and over 40 pounds, pull up to 40 pounds, reach, and drive; frequently walk, climb, stoop, and perform repetitive motions; occasionally lift up to 20 pounds and pull over 40 pounds; rarely lift between 20-50 pounds.
• While working in this position, the employee is required to constantly work indoors; frequently work outdoors, walk on uneven ground and in noisy environments.

• Ability and willingness to complete other job-related training as required
• Available for varied working hours/days as needed, including on-call after hours to resolve staffing issues, weather and service interruptions, vehicle accidents, etc.
• Ability to satisfy all Department of Transportation requirements as they apply to periodic physical examinations and licensing standards
• Required certifications must be maintained throughout tenure of employment
• This position is subject to post-accident, reasonable suspicion, return to duty and random drug and alcohol testing
• This position is considered "essential," therefore the employee is expected, when directed, to report for work in the event of a weather emergency (or other circumstances) when County offices closed
