Definition:
Under limited direction, assists in the leadership and management of the Development Services Department consisting of the Planning, Building, Code Compliance, Accessibility, Permit Center and Housing Divisions; performs complex professional work in all phases of land development; and does related work as assigned.
Duties/Responsibilities
The Deputy Director of Development Services assists the Director of Development Services in managing the functions and daily administration of the Development Services Department and will directly supervise the Building, Code Compliance, Accessibility, Permit Center and Housing Divisions. This incumbent will act as the Department Director in the absence of the Director of Development Services.
Essential Functions:
Assist the Director of Development Services in planning, directing, and coordinating development services and activities; recommend and participate in the development of Department goals, objectives, and policies.
Oversee the administration and coordination of the Building, Code Compliance, Accessibility, Permit Center and Housing Division activities.
Assist in the development of policies and procedures for the Department.
Conduct the most complex assignments or direct the work of others involved in the preparation and review of current or long-range development projects; ensure development activities are conducted in accordance with federal and state law, applicable accessibility standards, City ordinances, rules, and regulations.
Guide the Permit Center to successfully coordinate the electronic plan review, permitting and inspection process on private and public property.
Make presentations and respond to questions as required at Planning Commission and City Council Meetings.
Review, analyze, and coordinate related activities; consult with relevant parties; prepare reports; conduct research and special studies.
Select staff; plan and organize work; develop and establish work methods and standards; conduct or direct staff training and development; review and evaluate employee performance; execute disciplinary action.
Represent the City with the community, advisory committees, local, state, and federal agencies, and professional organizations.
Assist in developing the Department budget and monitor expenditures.
Interact with co-workers at all levels in the organization in a collaborative and customer service-oriented manner.
Maintain prompt and regular attendance.
Perform all duties within the context of the City’s Mission Statement and Organizational Values.
Qualifications

Education:
High School Diploma or G.E.D.
Bachelor’s degree in planning, engineering, public administration, construction, or a related field.
Experience:
Three years increasingly responsible relevant work experience, including
Three years of supervisory experience.
Knowledge of:
California housing laws and trends as it relates to the City's housing element and future affordable housing requirements.
Code Compliance requirements and practices.
Electronic software related to project entitlement and building plan check review.
Methods, plans, systems, forms, maps, and tools utilized by land development.
Sources of information and agencies that may be utilized in conducting research and addressing Department matters.
Operations typical in the field of plan review, inspections and permit issuance on private and public property.
Data collection and analysis techniques.
Municipal budgeting processes.
Data processing systems/applications.
Office management.

Special Requirements
Possess a California Driver's License and a satisfactory driving record.
