The Position
The City of San Leandro's Wastewater Treatment Division provides operation and maintenance of the Water Pollution Control Plant, 125 miles of sanitary sewer pipeline, 13 remote sewage pump stations, and the inspection and maintenance of the City's storm water collection system.
The Collection Systems Maintenance Supervisor classification is a working supervisor that exercises independent judgment on diverse and specialized maintenance, and repair work with accountability and ongoing decision-making responsibilities associated with the work. Incumbents are responsible for planning, organizing, supervising, reviewing, and evaluating the work of assigned staff. Incumbents provide technical support to the Water Pollution Control Manager in a variety of areas. Performance of the work requires the use of independence, initiative, and discretion within established guidelines and scope of practice.
Supervision Exercised and Received: Receives direction from assigned management personnel. Exercises direct supervision over maintenance staff.
Duties and Responsibilities
Examples of Typical Job Functions: The typical job functions of the classification may include, but are not limited to, the functions below and are subject to changes in operational necessity.
Plans, organizes, assigns, supervises, and reviews the work of wastewater collection systems maintenance staff; prioritizes work order requests and prepares weekly maintenance schedules; trains staff in work procedures, evaluates employee performance, counsels employees, and effectively recommends initial disciplinary action; assists in selection and promotion.
Monitors activities of the wastewater collection maintenance work unit; identifies opportunities for improving service delivery and procedures; provides recommendations concerning process changes; reviews with appropriate management staff; implements improvements.
Participates in annual budget preparation; identifies resource needs; prepares detailed cost estimates with appropriate justifications; monitors and controls expenditures.
Responds to public inquiries and complaints and assists with resolutions and alternative recommendations.
Supervises and inspects work of assigned employees and contractors for accuracy, proper and safe work methods and techniques, and compliance with applicable standards, regulations, and specifications. Performs the most complex inspection, maintenance of City stormwater and wastewater infrastructure including wastewater lines, lift stations, mains, storm drains, and related facilities. Ensures collection systems are maintained in accordance with the City's regulatory standards and related to the Regional Water Quality Control Board.
Establishes, enforces, and schedules Closed Circuit Television (CCTV) main inspections.
Provides project management for a variety of collection systems maintenance projects.

Qualifications
Experience and Education Guidelines: Any combination equivalent to experience and education that would most likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be:
Education: Equivalent to the completion of the twelfth (12th) grade.
Experience: Four (4) years of increasingly responsible experience performing wastewater collections maintenance duties, including one (1) year of lead experience.
Licenses and Certifications:
Possession and continued maintenance of a valid class "B" California driver's license if operating a motor vehicle is necessary to perform the essential functions of the position.
Possession of a Grade III Wastewater Collection System Operator Certificate issued by the California Water Environment Associate (CWEA) to be maintained throughout employment.
