ABOUT THE POSITION
There are multiple vacancies in Public Assistance and Employment & Training.
Under general supervision, persons in this position determine initial and continuing eligibility for public assistance benefit programs such as Medi-Cal, CalFresh and CalWORKs.
Duties include:
Gather personal information from applicants and beneficiaries through face-to-face interviews, telephone contact, and mailed correspondence.
Enter the information gathered into multiple computer systems used to determine program eligibility.
Learn, interpret, and apply relevant rules, regulations, and procedures.
Identify clients needs and make appropriate referrals for health, social and/or employment services.
Process initial applications, monitor and administer an assigned caseload, field client phone inquiries and requests at a call center, and perform other specialized work as assigned.
Hybrid Schedule: Health and Human Services has embraced a hybrid work schedule that considers that some duties of this position may be performed remotely. An option to telework up to three days per week and work the remaining days onsite in San Rafael, CA is available; however, the successful candidate must be able to report to County facilities for meetings, work assignments, and/or disaster service work upon short notice, as needed and deemed appropriate. While onboarding and training, the successful candidate may be required to work primarily onsite before establishing a hybrid work schedule.

Our Highly Qualified Candidate:
The ideal candidate will possess a commitment to public service, demonstrated in part by prior experience providing customer service in the public, private or non-profit sector. The candidate must have a proven capacity to build collaborative relationships with co-workers and clients from diverse backgrounds. Prior experience serving economically disadvantaged persons is preferred.
In addition, the ideal candidate has/is:
Substantial organizational skills.
Knowledgeable computer literacy in MS based programs and use of windows-based PC, strong math aptitude, and oral and written communication skills.
Experience explaining regulations, rules and policies to clients related to participation in programs or services.
Strong work ethic, the capacity to learn quickly, and a desire to continuously develop as a professional.
Qualifications
Knowledge of:
The goals and functions of a social services agency.
Techniques of interactive interviewing and information gathering.
Principal sources of information required to establish eligibility for various public assistance programs.
Laws, regulations and rules of multiple public assistance programs.
Computer applications related to the work.
Standard office practices and procedures, including the use of standard office equipment.
Record keeping principles and practices.
Business mathematics.
Fundamental aspects of human behavior.
Ability to:
Learn, apply and explain the policies and procedures of a County social services department.
Learn, read, apply and explain the laws, rules, regulations, policies and procedures of multiple public assistance programs.
Learn and effectively utilize SAWS and other computer applications related to the work.
Perform in-depth fact-finding interviews.
Make accurate mathematical calculations.
Prepare clear, concise and accurate reports and correspondence.
Accomplish a high volume of work amid interruptions.
Establish and maintain effective working relationships with those contacted in the course of the work.
Understand and follow written and oral instructions.
Enter data into a computer with accuracy and sufficient speed to perform the work.
Minimum Qualifications
Any combination of education and experience that would provide the knowledge and skills listed. Typically, either completion of 60 semester or 90 quarter units of college;or two years of office support experience which has included substantial public contact and basic interviewing for the purpose of gathering information and explaining policies; orone year of experience in determining eligibility for loans, financial assistance, unemployment, veterans benefits or publicly or privately financed health counseling or social services programs.
