Position Description
This position is scheduled to last for the duration of the American Rescue Plan Act Grant (ARPA), which is projected to last until December 31, 2027. However, the actual duration may be shorter or longer. Upon the conclusion of the ARPA Grant, this position may be eliminated, and the incumbent may either be transferred to another position within the Auditor’s Office and/or County or be terminated.
The purpose of this position is to perform independent and objective ARPA Grants Compliance Testing engagements designed to improve and add value to Harris County Departments’ administration and control of the life cycle of ARPA grants to include but not limited to eligibility, budget, expenditures, reimbursement, post award monitoring and reporting based on the granting agency’s policies, procedures, and agreements.
The ARPA Grants Senior Auditor will work under the direct leadership of the Assurance and Advisory Services Audit Director with support from the ARPA Grants Audit Supervisor. The ARPA Grants Senior Auditor will:
Duties and Responsibilities:
Work with the Grants audit team on multiple, concurrent ARPA Grants engagements to plan and execute the engagements.
Lead the team through the development of a documented, well-reasoned project risk assessment, scope, and engagement work plan.
Conduct ARPA Grants engagements in adherence to granting agency’s contract provisions and guidelines, the Institute of Internal Auditing Standards, Local Government Code, and applicable regulation and/or policy and procedure (per Uniform Guidance, 2CFR 200).
Perform planning and fieldwork activities and conduct client interviews.
Identify findings and create recommendations that deliver value with cost effective, root cause remediation.
Draft ARPA Grants reports that are concise, timely, and fact-based.
Fosters relationships with the Grants audit team members and organizational stakeholders.
Coordinates and facilitates quality communication and collaboration between the Grant audit team and the client.
Maintain a high degree of judgment, discretion, and confidentiality of sensitive information.
Perform other ARPA Grants-related special projects and administrative duties as needed.

Requirements
Education and Experience:
Bachelor's Degree in accounting, business or related subject matter from an accredited college or university.
Three (3) years of relevant work experience.
Knowledge, Skills, and Abilities:
Internal audit and/or compliance experience with leading roles in planning, fieldwork, and reporting.
Ability to plan, organize, and follow through on assigned projects in a timely manner.
Excellent critical thinking, research, interpersonal, and analytical skills.
Excellent verbal and written communication skills to articulate planning strategy and approach, audit findings and to engage with organizational stakeholders.
Proficient in the use of Microsoft Office Suite or equivalent software.
Ability to maintain a high degree of judgment, discretion, and confidentiality of sensitive information.
Ability to work independently and collaboratively in a team environment.

Preferences
CIA or CPA professional certification preferred.
Experience in grant compliance with the granting agencies policies and agreements preferred.
Knowledge of Federal and State grants programs and initiatives preferred.
Knowledge and experience with Uniform Guidance, 2 CFR 200, as well as grant program rules, agreements and guidelines preferred.

Nature of Work
Physical requirements for the position are the ability to sit for extended periods of time and the ability to push/pull up to 50 lbs. and lift/carry up to 20 lbs.
Occasional travel throughout Harris County will be required.
May be required to work more than 40 hours during the workweek or on weekends when special projects or deadlines need to be met.
