ESSENTIAL JOB FUNCTIONS
Supervises, coordinates, and directs activities of the Water/Wastewater Operations Manager and the Maintenance Project Manager to ensure and promote safe, compliant, and efficient water and sewer utility operations
a. Ensures employees follow organizational/departmental/safety policies and procedures
b. Directs the development and training of personnel, ensuring proper induction, orientation and training
c. Communicates with staff; strives to develop and maintain good rapport; listens to complaints and suggestions, and responds appropriately
d. Observes work performance of staff; coaches employees and evaluates performance
e. Discusses performance issues with Director of Environmental Services
Prepares, implements, and ensures adherence to Standard Operating Procedures; writes needed changes to operation and maintenance manuals
Plans, organizes and directs the design and construction of capital improvement projects; ensuring compliance with County utility and development policies, rules and regulations
Acts as Contract Administrator for infrastructure projects
Reviews subdivision and site plans for utility extensions for compliance with codes, regulations, and design; conducts inspections
Develop and revise utility ordinances, design standards, and policies as needed
Provides technical engineering expertise to other departments, as needed
Drafts and reviews contract additions and changes
Meets with local and state officials, contractors, developers and engineers as needed; responds to citizen inquiries
NON-ESSENTIAL JOB FUNCTIONS
Performs general support activities as needed to include data entry, copying documents, filing information, etc.
Performs the duties of subordinate staff as needed
Performs related duties as directed
Qualifications
Education and Experience: Education equivalent to a bachelor’s degree from an accredited college or university with major coursework in civil engineering supplemented by 5 years of civil engineering experience.
Special Qualifications: Must possess satisfactory results of a criminal history background check. Must possess and maintain a valid Virginia driver’s license. Possession of or ability to obtain water and wastewater operator’s license preferred.
Knowledge, Skills, and Abilities:
Thorough knowledge of the principles and practices of civil engineering as applied to the development and construction of public works projects
Thorough knowledge of the laws and regulations governing water systems, wastewater treatment systems
Ability to perform difficult engineering computations and to make comprehensive recommendations on engineering problems
Ability to supervise and lead employees in the department
Strong project management, time management and leadership skills
Ability to effectively present information to senior management
Ability to speak publicly
Ability to exercise independent judgment
Ability to operate a computer; proficiency in various software including Word, PowerPoint, and Excel. Basic knowledge of AutoCAD to access records, drawings, and maps
Ability to maintain accurate records and prepare reports
Excellent interpersonal skills and ability to work in a team environment

PHYSICAL DEMANDS This position classifies the physical exertion requirements as moderate. Must be able to lift, carry, push and/or pull objects and materials up to 12-20 pounds. Must be able to operate office and computer equipment; may involve extended periods of time at a keyboard or workstation. Must be able to communicate orally and perceive and discriminate colors or shades of color.
WORK ENVIRONMENT Essential functions are regularly performed in an office setting and in the field/on job sites. May involve exposure to dust, fumes, dirt, chemicals, noise, vibrations, extreme cold, extreme heat, hazards, and atmospheric conditions.
