Position Information
The Department of Human Services (DHS) is seeking a supervisory Procurement Coordinator for the Financial Management Bureau, a subdivision of the Finance and Information Systems Division. The department has approximately 200 contracts with an annual value of $40 million. This position will advise staff on, review, edit and draft a variety of procurement documents including, but not limited to, scopes of work, reporting requirements, and payment terms. They will also develop and conduct purchasing training for DHS staff to ensure compliance with federal, state and local procurement regulations. This position will be responsible for tracking and monitoring the status of DHS procurement projects, liaising with internal and external stakeholders and assisting programmatic staff in meeting their procurement needs.
Specific duties include:
Consulting with and advising all levels of DHS staff to facilitate projects throughout the Arlington County procurement process;
Advising department representatives on purchasing methods to procure goods and services to meet business needs;
Assisting human services program managers in the preparation of procurement documents including sole source and exempt purchase memos, scopes of work, and requests for information and proposal;
Archiving, tracking and monitoring the status of contracts and agreements;
Developing and conducting purchasing training for DHS staff;
Conducting monitoring and auditing activities to assess vendor performance; and
Liaising with program managers, community partners, and vendors to ensure contract compliance and efficient service delivery.
The successful candidate is able to communicate effectively orally and in writing to a variety of stakeholders, including DHS clients, line staff, program managers and senior leaders. They must have a comprehensive procurement and contract management skillset. They will also be expected to work with a great deal of independence, with periodic meetings with the supervisor to update and strategize on significant issues.

Selection Criteria
Minimum:
Bachelor's degree in Business, Public Administration or related field; and
Significant and progressively responsible procurement and/or contract management experience that demonstrates the ability to manage projects, strategically plan, and develop and implement new business processes.
Substitution: Additional education may be substituted for experience. Additional experience may be substituted for education.
Desirable: Preference may be given to candidates with an MBA/MPA and/or one or more of the following:
Experience managing or working in government procurement, preferably at state or local level;
Experience negotiating contracts with a variety of service providers;
Experience in human services delivery or program management;
Experience developing training modules, supervising, coaching and mentoring subordinate staff; and/or
Certification(s) as a Certified Public Purchasing Officer (CPPO) or a Certified Professional Public Buyer (CPPB).

You may be required to sign a release authorizing the County to obtain your background information.
Note: Completion of the Commonwealth of Virginia Statement of Economic Interest form will be required of the successful candidate upon hire and annually thereafter.

The pay ranges listed above are effective June 30, 2024.
Work Hours: Monday through Friday 8 a.m. to 5 p.m. Flexible telework options are available with prior supervisor approval.
