Job Abstract

ICF is seeking an experienced and dynamic Senior Contracts Manager to lead a team of contract managers in a growing and dynamic group with a broad client base in commercial and state and local contracts. The ideal candidate will have people management experience, advanced contract drafting, reviewing and negotiating experience, proposal business/cost volume development experience, as well as knowledge and expertise handling day-to-day contract administration in a fast-paced environment with numerous multiple priorities. The ideal candidate must be comfortable with supporting client interaction and working with geographically diverse internal/external clients and management. This position will support ICF’s Utility Program Services (UPS) Division within ICF’s Energy, Environment & Infrastructure Group. Most clients and stakeholders will be located on the west coast.

The candidate will have the opportunity to work with senior management in the department as well as company-wide leadership teams. Infrequent travel to other ICF offices or client locations may be required.??

This position can be 100% Remote in the 48 contiguous United States, with preference given to the Reston, VA area for a hybrid schedule.?

Key Responsibilities:??

• Provide daily oversight and management to team.?

• Provide mentoring to team members to develop and build upon skillsets of the team to ensure growth and development of each individual member.?

• Assist in the development of more junior level staff in developing negotiation, business proposal and contract administration skills.?

• Conduct consistent team meetings to ensure flow down of department/company processes, procedures and policies.?

• Establish effective working relationships with senior account leaders and Program team members.? Understands both strategic and operational goals and translates them into effective contracting practices.?

• Maintains own portfolio of active proposals and projects.??

• Guide project teams in the development of compliant business proposals to address RFP requirements, pricing strategies, and mitigate risk consistent with sound business practices, company policies, and government regulations.?

• Proactively assesses critical contract obligations and contract provisions, to include gaps and risks. Advises on contract revisions to better meet the needs of the client and ICF.??

• Notifies management and appropriate Program Management of potential non-compliance and other problems that could have an adverse impact on the company, specifically advising on contractual rights and obligations, interpreting terms and conditions and government regulations.?

• Leads the proper coordination of various types of agreements and other contract/legal documents with other corporate functions, such as accounting, legal, and tax.??

• Delegate workload among team members to ensure effective and efficient support to proposal and project teams.?

• Hands-on full lifecycle contract support, including but not limited to: (1) proactive strategic input on pricing and payment approaches; (2) review of business proposals and guidance on risk mitigation; (3) contract negotiations; and (4) problem solving. All should be consistent with sound business practices, company policies, client requirements, and applicable regulations.

• Review and negotiate non-disclosure agreements, teaming agreements, contracts and subcontract documents (when ICF is subcontractor)?

• Participate in proposal reviews to ensure compliance with corporate policies, pertinent regulations and client requirements.?

• Identify items of risk to stakeholders and properly resolve/mitigate with the company's best interests in mind in accordance with ICF policies, procedures, and risk thresholds.?

• Ensure proactive maintenance of contracts documentation consistent with established ICF practices.?

• Provide guidance to internal business partners ensuring compliance with RFP requirements and/or contractual requirements while adhering to company policy and established practices to mitigate risks accordingly.?

• Provide expertise in such areas as business conflicts, indemnification, limitation of liability, intellectual property rights, acceptance, and warranty provisions. 

• Ensure maintenance of contracts documentation and compliance with system processes in accordance with established ICF practices.

Basic Qualifications:??

• 8+ years of experience in contracts administration 

• 5+ years of management/supervisory experience??

• 5+ years of experience supporting complex commercial Master Services Agreements (MSAs), Statements of Work (SOWs), and Requests for Proposal (RFPs).??

Preferred Skills/Experience:??

• Bachelor’s Degree

• Familiarity with the utility industry

• Understanding of Pay for Performance agreements in the utility, energy efficiency space

• Experience working with a wide range of state and local clients.
