About the Department and Division The Public Works Department provides a wide variety of services that improve the quality of community life in Walnut Creek including: Engineering services, maintenance of parks and open space, public facilities and buildings, traffic signals, streets and drainage, vehicle and equipment, parking garages and meters as well as administering Clean Water program.
Development Engineering is responsible for plan review, map checking, and inspection of all private site development in Walnut Creek, including residential, commercial, and industrial developments. The Development Engineering Division is comprised of six full time technical and professional staff and plays a pivotal role in the broader Development Services Team, which strives to deliver a high-level of customer service.
About the Position The Senior Civil Engineer works closely with other divisions to provide customers with certainty, clear and effective communication, and consistent guidance to enable delivery of high quality development projects in the City. The Senior Civil Engineer would exercise engineering judgment, integrating creativity and flexibility to find positive and ethical solutions for all stakeholders. The Senior Civil Engineer serves as a member of the Department’s management team, participating in departmental policy development, administrative planning, and problem resolution.
The Senior Civil Engineer is the first line supervisory class in the professional engineering class series. This position is responsible for planning, organizing, and directing the activities of the Development Engineering Division. Work involves supervisory responsibility for the work of technical, professional, and management of staff and requires thorough knowledge of engineering projects.
The Ideal Candidate
Possesses outstanding communication and dynamic interpersonal skills, enabling collaborative and effective work amongst a broad range of contacts, both within the community and the City organization.
Executes at a high level the work and supervision of staff, multiple projects, and priorities.
Evaluates existing systems and programs to improve project deliverables and streamline engineering processes.
Representative Duties
Plan, organize, and direct development engineering work.
Ensure the review and approval of subdivision maps and improvement plans are in conformance with the City’s ordinances and the State’s Subdivision Map Act.
Participate in the final inspection of development engineering projects, including site work and public improvements, for compliance with all applicable requirements.
Assist and direct engineering personnel on complex engineering problems.
Review and establish engineering requirements and conditions of approval for major and minor subdivisions, commercial development, and residential projects.
Determine design procedures and interpret the application of design criteria.
Oversee right-of-way engineering work.
Assist in the preparation of the operating budget and advise personnel on administrative policies, procedures, technical problems, priorities, and methods.
Develop work schedules, assign tasks, and evaluate performance of engineering personnel.
Collaborate and coordinate with other divisions and departments, consultants, developers, contractors, and property owners in the review and approval of development and utility projects.
Prepare presentations to the City Council, Commissions, and other groups.
Qualifications Guidelines
Any equivalent combination of education and experience that provides the knowledge, skills, and abilities would meet the minimum qualifications: Education A Bachelor’s degree from an accredited four-year college or university with major coursework in civil engineering or a related field. Experience Five (5) years of progressively responsible experience in civil engineering is required. A minimum of three (3) years in development engineering and supervisory experience is required. Supervisory experience requirement is met with professional experience supervising or leading staff/consultants and/or projects/programs.
Special Requirements Current registration as a Civil Engineer in the State of California.
Possession of or ability to obtain prior to employment, a valid Class C California Driver’s License and a good driving record.
