JT4, LLC provides engineering and technical support to multiple western test ranges for the U.S. Air Force, Space Force, and Navy under the Joint Range Technical Services Contract, better known as J-Tech II. JT4 develops and maintains realistic, integrated test and training environments and prepares our nation's war-fighting aircraft, weapons systems, and aircrews for today's missions and tomorrow's global challenges.
RANGE POSITION DESCRIPTION - ESSENTIAL FUNCTIONS/DUTIES
This position reports directly to the Range Manager (RM). The functional property management responsibilities of the APM include, but are not limited to the following:
- Evaluate, monitor, administer, and ensure the Property Management Plan (PMP) is executed IAW government property (GP) control regulations, Federal Acquisition Regulations (FAR), and the J-Tech II Contract
- Design major portions of the survey/audit requirements for evaluating the property control system.
- Analyze the property control system and identify problem areas and uneconomical or ineffective procedures or practices.
- Conduct annual or special surveillances or audits ensuring proper management of GP and prepare formal summaries of findings and recommendations.
- Provide advice to the RM regarding noncompliance with approved procedures and other significant problem areas obtained through system survey.
- Investigate loss, theft, damage, or destruction (LTDD) of GP.
- Serve as a point-of-contact in resolution of GP matters by assisting the GPA on property audits; investigations of loss or damage of GP and other related official visits to JT4 Work Centers.
- Ensure appropriate property reporting requirements are complete, accurate, and submitted to the Contracting Officer (CO) and the GPA in a timely manner.
- Review each contract, subcontract, and task providing GP to determine the property administration effort required.
- Schedule, plan, coordinate, conduct, and report the physical inventory of GP in the possession of JT4 and team members.
REQUIREMENTS - EDUCATION, TECHNICAL, AND WORK EXPERIENCE
Must have a bachelor's or higher degree, or any combination of formal education, training and experience equivalent to 6 years involvement in technically demanding program or project assignments. Must have demonstrated knowledge and skills in resource organization and allocation, planning and budgeting, continuous quality and process improvement, configuration management, setting and measurement of program goals, as well as good verbal and written communication skills.
The incumbent must possess a valid, state issued driver's license. Must be able to obtain and maintain security clearance. Must be a U.S. citizen.
SALARY
The expected salary range for this position is $69,409 to $85,200 annually.

WORKING CONDITIONS
This position involves work typical of an office environment with no unusual hazards. There is occasional lifting (up to 20 pounds), constant sitting and use of a computer terminal, constant use of sight abilities while writing, reviewing, and editing documents, constant use of speech/hearing abilities for communication, and constant mental alertness.
